Youth at Risk in Latin America provides evidence-based guidance to policymakers that will help increase the effectiveness of their youth investment program. Drawing on the authors' detailed analyses, the book describes twenty-three policies and programs that youth development experts agree are the basis of a quality youth development portfolio, from early childhood development programs to parent training to cash transfers for positive behaviors. It also lays out strategies for implementing this effective youth portfolio in a budget-constrained environment by reallocation of resources away from.

Download Crime and Violence as Development Issues in Latin America and the Caribbean Book in PDF, ePub and Kindle
Crime and violence have emerged in recent years as major obstacles to development objectives in Latin American and Caribbean (LAC) countries. The paper explicates an agenda for future work that may assist LAC countries by discussing 'policy domains' where action is required. Such domains include reducing urban poverty, targeting efforts on 'at-risk' groups, building or rebuilding social capital, strengthening municipal capacity for combating crime and violence, and reforming the criminal justice system.

Download Global Education Monitoring Report 2020 Book in PDF, ePub and Kindle
This publication assesses progress towards Sustainable Development Goal 4 (SDG 4) on education and its ten targets, as well as other related education targets in the SDG agenda. It addresses inclusion in education, drawing attention to all those excluded from education, because of background or ability. The report is motivated by the explicit reference to inclusion in the 2015 Incheon Declaration, and the call to ensure an inclusive and equitable quality education in the formulation of SDG 4, the global goal for education. It reminds us that, no matter what argument may be built to the contrary, we have a moral imperative to ensure every child has a right to an appropriate education of high quality.

Download Argentine Youth Book in PDF, ePub and Kindle
Argentina’s youth—6.7 million between the ages of 15 and 24—are an important, but to a certain extent untapped, resource for development. Over 2 million (31 percent) have already engaged in risky behaviors, and another 1 million (15 percent) are exposed to risk factors that are correlated with eventual risky behaviors. This totals 46 percent of youth at some form of risk. This book addresses the risks faced by youth in Argentina such as low education attainment, unemployment, teenage pregnancy, use and abuse of drugs and alcohol, becoming victims of crime, and low level of civic participation, as well as the policy options for addressing them. The chance of reducing the numbers of youth at risk over the long term is greatest by focusing policies and programs on the individual (improving life skills, self-esteem), on key relationships (parents, caregivers, peers), on communities (schools, neighborhoods, police), and on societal laws and norms. Specific recommendations were developed during consultations with government counterparts.

This book offers a portrayal of the opportunities for social inclusion afforded to young people in Latin America and the Caribbean, with a view to building stronger youth policies in the region. The youth population must be included in development processes if progress is to be made towards more egalitarian societies because of what they mean in relation to dependency rates and the needs and issues particular to this stage of life. ECLAC construes the process of inclusion in society from a rights based perspective that transcends the basic pillars of education and employment to encompass other dimensions of social inclusion that are crucial for young people to progress not only in the objective parameters of inclusion, but also in subjective ones, so that they can feel part of a society they help to build. It examines education and the transition towards employment, access to health and important health-related considerations for this age group, the increasingly violent contexts facing youth, the cultural sphere --with particular attention to digital culture-- and political participation by young people, all from the perspective of coordinated sectoral policies.

Download Early Identification of at Risk Youth in Latin America Book in PDF, ePub and Kindle
Abstract: A new literature on the nature of and policies for youth in Latin America is emerging, but there is still very little known about who are the most vulnerable young people. This paper aims to characterize the heterogeneity in the youth population and identify ex ante the youth that are at-risk and should be targeted with prevention programs. Using non-parametric methodologies and specialized youth surveys from Mexico and Chile, the authors quantify and characterize the different sub-groups of youth, according to the amount of risk in their lives, and find that approximately 20 percent of 18 to 24 year old Chileans and 40 percent of the same age cohort in Mexico are suffering the consequences of a range of negative behaviors. Another 8 to 20 percent demonstrate factors in their lives that pre-dispose them to becoming at-risk youth - they are the candidates for prevention programs. The analysis finds two observable variables that can be used to identify which children have a higher probability of becoming troubled youth: poverty and residing in rural areas. The analysis also finds that risky behaviors increase with age and differ by gender, thereby highlighting the need for program and policy differentiation along these two demographic dimensions.
