Federal regulation reaches nearly all aspects of modern life and is pervasive in the modern economy. Much of this regulation may be necessary or advisable, but there is understandable concern that regulatory agencies act outside the authority delegated to them by Congress. The proposed Regulations of the Executive in Need of Scrutiny (REINS) Act is intended to remedy this by requiring that major regulations receive the approval of Congress through an expedited process. Critics of the REINS Act claim it would severely curtain important regulatory efforts and allow for all sorts of congressional gamesmanship. In fact, the REINS Act would not hinder a sympathetic Congress from approving new federal regulations, but it would prevent the implementation of particularly unpopular or controversial regulatory initiatives. The primary effect of the legislation would be to make Congress more responsible for federal regulatory activity by forcing legislators to voice their opinion on the desirability of significant regulatory changes.

As a governing body, Congress continually adapts to changes in process and practice. The Eleventh Edition of Walter Oleszek’s definitive work updated with new developments and fresh research, continues to examine how this procedural context governs every aspect of the House and Senate and affects lawmakers as they make voting decisions, expedite legislation, or defeat a bill. Congressional Procedures and the Policy Process reveals how the majority and minority parties use procedural devices to achieve their political goals and offers an assessment of the role of conference committees in reconciling bicameral differences. Not shying away from the complexity of the topic, Oleszek and new coauthors Mark Oleszek, Elizabeth Rybicki, and Bill Heniff Jr. ensure that the machinations of Congress are understandable through an array of interesting examples, topical cases, and anecdotes that they are uniquely positioned to witness and experience firsthand. ?

In this enhanced edition, Larry Arnhart continues to ask thought-provoking questions that illuminate the philosophies of some of the most prominent political thinkers throughout history. This clear, well-written guide is an ideal supplement to the original texts he recommends at the beginning of each chapter. In addition to his analysis of Plato, Aristotle, Augustine, Aquinas, Machiavelli, Descartes, Rousseau, Hegel, Marx, Nietzsche, and Rawls, the author’s well-organized and insightful approach provides an even more comprehensive overview than the earlier editions: • Supplementing the discussion of Leviathan, the chapter on Thomas Hobbes covers Behemoth. • The chapter on John Locke includes his Letter Concerning Toleration as well as the original discussion of Second Treatise of Government. • A chapter on Adam Smith has been added, which discusses Theory of Moral Sentiments and Wealth of Nations. • Leo Strauss is featured, with an examination of Persecution and the Art of Writing and Natural Right and History. • A final chapter analyzes Steven Pinker’s The Better Angels of Our Nature.
