This publication evaluates the performance of the World Bank Group (WBG) during the 1990s in promoting private sector development in the electric power sector in 80 countries. Main findings include that where countries showed a commitment to advancing reforms in promoting private sector development and where programmes were properly implemented, the expected benefits were delivered. However, quality of outcomes depended on the objectives pursued and on types of assistance provided, with most countries remaining in the early stages of reform.

Filling the need for access to modern energy sources has the potential to substantially increase world-wide economic growth, creating markets in the developing world for products from the developed world, and vice versa. It may also result in environmental problems that could threaten development, including an increase in pollution that damages fisheries, reduces farm fertility, poses health risks, and contributes to climate change. In response to these risks, the World Bank Group (WBG) has reported its intentions to revise its strategy for energy and infrastructure lending to better address energy poverty alleviation and environmentally sustainable development. After releasing an Energy Strategy Approach Paper in Oct. 2009, and consulting with government and civil society stakeholders from Jan. 2010 to July 2010, a strategy document, Energizing Sustainable Development: Energy Sector Strategy of the World Bank Group (ESS), was presented to the WBG Comm. on Development Effectiveness (CODE) on April 11, 2011, for consent and subsequent delivery to the WBG Board of Exec. Dirs. for a vote during the summer of 2011. A decision is pending. Contents of this report: (1) Introduction; (2) Energy Sector Lending at the World Bank; Current Practices; Critiques: Developing Countries; Developed Countries; Environmental Groups; (3) The World Bank Group's "Energy Sector Strategy": Timeline; Provisions; Reactions to the Strategy: Developing Countries; Developed Countries; Environmental Groups; (4) Issues for Congress; (5) Appendices. One in five people worldwide lack access to electricity. This is among the many challenges that financial institutions face when providing assistance to lower-income countries in order to promote economic and social development. Access to modern energy sources has the potential to substantially increase worldwide economic growth, creating markets in the developing world for products from the developed world, and vice versa. Filling this need may also result in environmental problems that could threaten development, including an increase in pollution that damages fisheries, reduces farm fertility, poses health risks, and contributes to climate change. In response to these risks, the World Bank Group (WBG) has reported its intentions to revise its strategy for energy and infrastructure lending to better address energy poverty alleviation and environmentally sustainable development. After releasing an Approach Paper in October 2009, and consulting with government and civil society stakeholders from January 2010 to July 2010, a strategy document, Energizing Sustainable Development: Energy Sector Strategy of the World Bank Group (ESS), was presented to the WBG Committee on Development Effectiveness (CODE) on April 11, 2011, for consent and subsequent delivery to the WBG Board of Executive Directors for a vote during the summer of 2011. The ESS, however, stalled during debate in CODE. With the appointment of Jim Yong Kim as the 12th President of the World Bank Group on July 1, 2012, the ESS process was discontinued. Efforts to revise energy and infrastructure lending have since been incorporated into the broader initiatives of the new administration.

Energy is basic to development. People in developing countries attach a high priority to energy services, spending nearly 12 per cent of income on energy, more than five times the average for people in OECD countries. Yet provision of those services can have adverse environmental effects, especially as developing countries are often forced to rely on the most inefficient and polluting sources of energy. This report sets out the challenge arising from growth in energy demand and its impact on the environment; analyses the World Bank's current policies and strategy; outlines a new strategy; and explains how it could be implemented.

Women, Business and the Law 2021 is the seventh in a series of annual studies measuring the laws and regulations that affect women’s economic opportunity in 190 economies. The project presents eight indicators structured around women’s interactions with the law as they move through their lives and careers: Mobility, Workplace, Pay, Marriage, Parenthood, Entrepreneurship, Assets, and Pension. This year’s report updates all indicators as of October 1, 2020 and builds evidence of the links between legal gender equality and women’s economic inclusion. By examining the economic decisions women make throughout their working lives, as well as the pace of reform over the past 50 years, Women, Business and the Law 2021 makes an important contribution to research and policy discussions about the state of women’s economic empowerment. Prepared during a global pandemic that threatens progress toward gender equality, this edition also includes important findings on government responses to COVID-19 and pilot research related to childcare and women’s access to justice.

While energy efficiency projects could partly meet new energy demand more cheaply than new supplies, weak economic institutions in developing and transitional economies impede developing and financing energy efficiency retrofits. This book analyzes these difficulties, suggests a 3-part model for projectizing and financing energy efficiency retrofits, and presents thirteen case studies to illustrate the issues and principles involved.

The report finds that, overall, the achievement of all three SDG 7 goals is not on track, and that efforts need to be accelerated if the UNECE region is to achieve the SDG 7 targets by 2030. The report further introduces the Energy for Sustainable Development framework that highlights energy as the golden thread linking energy-related Sustainable Development Goals across the 2030 Agenda for Sustainable Development. The framework analysis leads to the conclusion that a broader set of energy indicators is required to track energy for sustainable development comprehensively, including indicators covering climate, fossil fuels, and water related metrics, among others.
