In Eastern Africa, dairy value chains are an important source of income and employment for millions of smallholders, particularly for women who provide an essential contribution to the growth of the dairy sector. [Author] While the sector is rapidly growing, and expanding trade in dairy products holds immense potential for boosting inclusive economic growth in Eastern Africa, dairy trade mostly remains a small-scale domestic business in the region. [Author] In particular, women’s engagement in dairy markets and trade is constrained by gender-based barriers and inequalities, and dairy intensification and commercialization processes have led to uneven outcomes for women and men. [Author] As many countries are increasingly investing in the modernization of their dairy farming systems to spur dairy productivity and commercialization, it is essential that the gender implications of the market-driven development of the dairy sector are taken into consideration. These guidelines aim to respond to these questions and support practitioners in translating the Gender-Sensitive Value Chain Framework, developed by the Food and Agriculture Organization (FAO) into action (FAO, 2016a). Building on FAO’s comparative advantage on gender in agriculture and food security, these guidelines are primarily intended to assist practitioners in designing and implementing interventions that provide women and men with equal opportunities to benefit from agrifood value chain development. Over the past 20 years, value chain development (VCD) initiatives and value chain research have increasingly integrated gender dimensions to allow for gender-differentiated employment and income opportunities and other benefits for women and men, and to address the exploitation of women’s labor (Pyburn and Kruijssen 2021). This research often addresses constraints to women’s participation in specific value chains, such as administrative procedures in transboundary fish trade (Ratner et al. 2018) or disproportionate harassment of women food traders by authorities in Nigeria (Resnick et al. 2019). This brief draws on research conducted under the CGIAR Research Program on Policies, Institutions, and Markets (PIM) to illustrate how VCD supports and constrains progress toward gender equality and women’s empowerment. In particular, the brief summarizes work from a portfolio of six PIM co-funded projects (2020–2021) on gender dynamics in value chains beyond the production node and single commodity analysis (Box 1), a book chapter in a CGIAR-wide gender publication (Pyburn and van Eerdewijk 2021), the Pro-WEAI (project-level Women’s Empowerment in Agriculture Index) for Market Inclusion, and other gender-integrated value chain work within PIM (Crimi 2018; Vos and Pyburn 2021), and provides an outlook for future research.

Very often, efforts to improve value chains miss out half of the population - the female half. It is men who sell the products and who keep the money from those sales. The women, who do much of the work but are not recognized for it, often have to work even harder to meet ever-increasing quality requirements. But they see few of the benefits. How to change this? This book explains how development organizations and private entrepreneurs have found ways to improve the position of women in value chains - especially small scale women farmers and primary processors. It outlines five broad strategies for doing this: (1) working with women on typical "women's products" such as shea, poultry and dairy; (2) opening up opportunities for women to work on what are traditionally "men's commodities" or in men's domains; (3) supporting women and men in organizing for change by building capacity, organization, sensitization and access to finance; (4) using standards and certification to promote gender equity, and (5) promoting gender-responsible business. The book draws on dozens of cases from all over the world, covering a wide range of crops and livestock products. These include traditional subsistence products (such as rice), small-scale cash items (honey, vegetables) as well as export commodities (artichokes, coffee) and biofuels (jatropha). The book includes a range of tools and methodologies for analyzing and developing value chains with gender in mind. By bringing together the two fields of gender and value chains, this book offers a set of compelling arguments for addressing gender in value chain development.

Increased market inclusion through participation in agricultural value chains may increase employment and household incomes, but evidence on its empowerment impacts is mixed. In societies with restrictive social norms, greater market inclusion can enhance existing income and empowerment inequalities by relegating marginalized groups, including women, to low value chains or lower value nodes within those chains. We use primary data from rural Bangladesh to investigate the associations between households’ primary economic activity – agricultural wage-earning, production, or entrepreneurship – and absolute and relative levels of men’s and women’s empowerment. Women in producer households, on average, fare better on empowerment outcomes than women in wage-earner or entrepreneur households; the opposite is true for men. The gap between men’s and women’s empowerment scores is also lowest in producer households. A decomposition of these results into composite indicators yields insights into potential trade-offs, while accompanying qualitative work highlights the importance of social and cultural norms in shaping the economic roles women can adopt. With a push towards diversification of agriculture into higher value market-oriented crops, more careful programming is needed to ensure that market inclusion translates into an increase in women’s empowerment.

Achieving gender equality and women’s empowerment in food systems can result in greater food security and better nutrition, and in more just, resilient, and sustainable food systems for all. This paper uses a scoping review to assess the current evidence on pathways between gender equality, women’s empowerment, and food systems. The paper uses an adaptation of the food systems framework to organize the evidence and identify where evidence is strong, and where gaps remain. Results show strong evidence on women’s differing access to resources, shaped and reinforced by contextual social gender norms, and on links between women’s empowerment and maternal education and important outcomes, such as nutrition and dietary diversity. However, evidence is limited on issues such as gender considerations in food systems for women in urban areas and in aquaculture value chains, best practices and effective pathways for engaging men in the process of women’s empowerment in food systems, and for addressing issues related to migration, crises, and indigenous food systems. And while there are gender informed evaluation studies that examine the effectiveness of gender- and nutrition- sensitive agricultural programs, evidence to indicate the long-term sustainability of such impacts remains limited. The paper recommends keys areas for investment: improving women’s leadership and decision-making in food systems, promoting equal and positive gender norms, improving access to resources, and building cross-contextual research evidence on gender and food systems.

This book provides empirical evidence from Kenya, Tanzania and Mozambique and from different production systems of the importance of livestock as an asset to women and their participation in livestock and livestock product markets. It explores the issues of intra-household income management and economic benefits of livestock markets to women, focusing on how types of markets, the types of products and women’s participation in markets influence their access to livestock income. This guidance entitled Integrating Gender Equality and Women’s Empowerment in CSA Programs focuses on a set of agricultural practices to be implemented by small-scale food producers in developing countries. The purpose of this document is to provide agriculture development practitioners and policy makers globally, with guidance, tools and examples of successful integration of gender equality and women’s empowerment (GEWE) into climate smart agriculture (CSA) work, by demonstrating the necessity and benefits of incorporating a GEWE approach in CSA work; and presenting tested strategies for enhancing the engagement of women and particularly vulnerable groups in CSA work. With a view towards accelerating the impacts of country programs, FAO and CARE have partnered to develop this guidance to help policy makers and practitioners meet the ambitious goals of the SDGs and the 2030 Agenda.
