This paper presents the objectives, approach, and current findings of a U.S. Department of Energy/National Renewable Energy Laboratory (DOE/NREL) initiative to develop useful wind forecasting tools for utilities involved with wind energy generation. The focus of this initiative thus far has been to learn about the needs of prospective utility users. NREL representatives conducted a series of on-site interviews with key utility staff, usually schedulers and research planners, at seven U.S. utilities. The purpose was to ascertain information on actual scheduling and trading procedures, and how utilities could integrate wind forecasting into these activities. Representatives of the Electric Power Research Institute, who are involved in a European wind forecasting initiative (Landberg, 1997) with Riso (Denmark) National Laboratory also attended most of these interviews.

This thesis describes performance measures and ensemble architectures for deterministic and probabilistic forecasts using the application example of wind power forecasting and proposes a novel scheme for the situation-dependent aggregation of forecasting models. For performance measures, error scores for deterministic as well as probabilistic forecasts are compared, and their characteristics are shown in detail. For the evaluation of deterministic forecasts, a categorization by basic error measure and normalization technique is introduced that simplifies the process of choosing an appropriate error measure for certain forecasting tasks. Furthermore, a scheme for the common evaluation of different forms of probabilistic forecasts is proposed. Based on the analysis of the error scores, a novel hierarchical aggregation technique for both deterministic and probabilistic forecasting models is proposed that dynamically weights individual forecasts using multiple weighting factors such as weather situation and lead time dependent weighting. In the experimental evaluation it is shown that the forecasting quality of the proposed technique is able to outperform other state of the art forecasting models and ensembles.

Utilities are sometimes reluctant to assign capacity value to wind plants because they are an intermittent resource. One of the potential difficulties is that the output of a wind plant may not be known in advance, thereby making it difficult for the utility to consider wind output as firm. In this paper, we examine the economics of an accurate wind forecast, and provide a range of estimates calculated by a production cost model and real utility data. We discuss how an accurate forecast will affect resource scheduling and the mechanism by which resource scheduling can benefit from an accurate wind forecast.
