Discusses Congress's decision to reduce the troops and states, I feel most sensibly for the situation of the officers. In relation to North's resignation as Inspector General, states that he did not forward it on and that if North desires, he can probably resume the duties of that post (see GLC02437.03528 and .03495). Comments that Colonel Hull wrote to him about the issue with North's relative rank but believes it is something the state must decide.

Discusses Congress's proposed disbandment of the troops according to the resolve of Congress dated 21 October 1786. States that although he feels for the men who have made the military their life, the public were utterly unable to support them by reason of the non compliance of all the states excepting Virginia with the requisition for that purpose... He feels that if Congress decides to appoint a new Inspector General, they will choose Sargent. However Major William North, the current Inspector General, may just continue in the post. Comments that he has no information on a map of Sargent's because Mr. Hutchins has not returned yet.

Informs Knox that he is not disappointed by the disbandment of the troops since he was expecting it. Discusses William North's retracted resignation of the office of Inspector General, which Sargent was to have taken over as North's replacement. Expresses his embarrassment over this as everyone thought he would receive the appointment until North decided not to resign. To have told me absolutely that he would not continue in the office - & inform'd a number of my friends that he had resigned in my favor, & to resume it (thereby apparently displacing me at his own Pleasure) more than a little mortifies me. Thanks Knox for some trouble he took with Sargent's maps. Stamped Boston. Free stamped on address leaf with no signature.

Notes that he received correspondence from Knox. Writes, ...before I opened it repaired to a club which is established here for hearing news, smoking tobacco, & drinking grogg. As there were antifederalists in this body, I thought the paragraphs in you letter respecting Sam Adams might be read with good effect... Relates that he had hoped Massachusetts would ratify the Constitution by a greater majority. Reports that Anti-Federalists in New York are preparing for the New York ratification convention. Complains that Governor George Clinton fills up every post with vagabonds... the Centinel... and other publications against the Constitution are scattered all over the County, while the federalist remains at New York, & not a single piece (of which there are many more intelligible to the common people) is sent abroad. Though the docket dates this letter to February 13, 1787, the content clearly indicates that the year is 1788.

Addressee inferred from content. Informs Henry about the health of his children, particularly a daughter who had been ill but is now healthy (see GLC02437.03585), as are Henry's other children. Imagines that Henry's stay at the [Constitutional] convention may be shorter than expected, due to the Strong parties which exist in Philadelphia, and [which have] pervaded all circles in which you may be. Confirms that he well send subsequent letters to Knox at his lodgings at Samuel Ogden's home.

Comments on his recent sickness, noting that by riding out often, eating no animal food, & by drinking nothing of a spiritous kind... I have been sensibly losing flesh to a great degree. Complains of the high prices charged for books he is procuring (William was in charge of Henry Knox's bookstore). Has had difficulty procuring saddle cloths for Henry. As in letters from 3 June and 27 May, William awaits approval to join Henry. William has raised enough money to cover his expenses, and hopes to travel to Henry's location in Morristown, New Jersey, with Colonel Crane (possibly John Crane). Writes, Harry I know you think some times that that Brother Bill of yours is a selfish fellow & that he thinks more about his own pleasure & consults his own fancy in preference to your interest, but I solemnly declare if I know any thing of my own Heart that had your interest been wholly mine I should have left this place long e'er... In the margin of page three, informs Henry that his daughter, Lucy, can walk the length of a room.
