The information contained herein is designed to summarize the long standing problem regarding the Wears Creek flood and blight situation in Jefferson City, Missouri, and to report on efforts to eliminate this problem that affects its Capital and therefore the entire area. Studies directed at understanding the nature and extent of this problem date back to 1933 when the Corps of Engineers made its first analysis. However, not until 1968 did it appear that a feasible solution was possible. It was in that year that Executive Orders 11296 and 11297 directed that areas located in HUD assisted urban renewal areas and subject to flooding be improved so as to be protected from future flooding damage. These Executive Orders required that flood protection be achieved for the level of "a 100 year flood" and also directed that the Department of Housing and Urban Development take the lead role in coordinating actions with local communities and the U.S. Army Corps of Engineers.
