The impact that the lack of investment in water infrastructure will have on the performance of aging underground infrastructure over time is well documented and the needed funding estimates range as high as $325 billion over the next 20 years. With the current annual replacement rate averaging 0.5%, pipes would be expected to last for 200 years, but most pipes are designed for 50 or 100 year life cycles. While this replacement rate may be sufficient in the immediate term because pipes are still relatively young, as systems grow older, the necessary replacement rates will inevitably increase. In addition to the necessary funding, congestion above and below ground is making the replacement of water mains more difficult for utility owners as is the lack of public tolerance for the disruption caused by construction work. There is an increasing availability of technologies for rehabilitation of existing pipes, which provides solutions that minimize or alleviate these problems, while providing realistic and potentially cost-effective alternatives to traditional open cut replacement.

New York City's municipal water supply system provides about 1 billion gallons of drinking water a day to over 8.5 million people in New York City and about 1 million people living in nearby Westchester, Putnam, Ulster, and Orange counties. The combined water supply system includes 19 reservoirs and three controlled lakes with a total storage capacity of approximately 580 billion gallons. Technology now affects almost every aspect of Water Supply Management, Operation, Planning and Design; the speed of development means that assessing what is "new" is sometimes difficult. Old ideas can now be applied because of new technology; technology is now revealing problems that were unnoticed 10 years ago. Some emerging technologies promise much but are still underdeveloped for use in real world conditions, while we should always remember that "new" technology depends upon the state of development in respective countries, a point which is particularly relevant to the NATO Advanced Study Institute, for which this book has been produced. Thus our objective in producing the book has been to highlight, in a wide range of technical areas, where and how technology is being applied, what is "new" and what the limitations of these technologies are in the real world. We have also tried to provide an European and American perspective where possible to illustrate how problems are tackled in different cultural environments.
