A city's population can grow exponentially after a major event, and Washington DC is no exception. After the Civil War, the district saw a significant increase in its size. Freed slaves flooded into the city and Washington DC remained a large African American population, including abolitionist Frederick Douglass. In the nineteenth century, the first neighborhoods grew up around the Capitol, Center Market, and the White House. After this, new suburbs were built as streetcar lines extended outward. A quarter of district residents are functionally illiterate, and nearly one-third of Americans are illiterate. Although the area has an abundance of immigrants, English is the primary language for nearly eighty-five percent of the population. In 2016, half of the population aged five and older spoke English at home. In 2017, the median household income was $77,649, and the personal income per capita was $50,832. In 2005, only 19% of D.C. residents lived below the poverty line. While not an actual architect, the Architect of the Capitol oversees a division of over two thousand employees that maintains the historic buildings of the United States government. These employees help maintain the Capitol's 570 acres of grounds. This office is also responsible for maintaining the many historic buildings and landmarks on Capitol Hill. From the Capitol to the House of Representatives, Washington DC is a city of storied history. In fact, the city is home to numerous historical monuments and countless interesting facts.
