September 16, 1829, "To the Secretary of the Treasury, [Samuel D. Ingham]. Important letter concerning The Revenue Cutter Service, a precursor of the Coast Guard. Jackson submits to the Secretary of the Treasury "a project for adding security to our revenue and the same time improving the Navy." His proposal was, in part: "The Revenue cutters to be built in our Navy yards ... out of the refuse timbers left from our seventy fours, frigates, or sloops of war ... The Navy ought to be given commission of our cutters, and they [sic] subordinate offers taken from midshipmen of our Navy when detailed for this duty, to be under the exclusive control, command and orders of the Secretary of our Navy, the strong arm of our national defense, whilst by this change we are making a saving to the nations, we are extending employment to our naval officers, where they will be improving in seamanship and gaining knowledge of our coast, inlets and harbors."
