In order that you may follow me the more easily, I shall outline in advance the address which I am to deliver to you. It naturally divides itself into three parts: first, the war as it is and its injury to neutrals; second, the false philosophy out of which the war has grown and the natural results of that false philosophy; and, third, the way out, or the road to permanent peace.
