However, for the first time this book charts the development of the ancillary types, variously described in the 17th century as sloops, ketches, brigantines, advice boats and even yachts, as they coalesce into the single 18th-century category of Sloop of War. In this era, they were generally two-masted, although they set a bewildering variety of sail plans from them. The author traces their origins to open boats, like those carried by Basque whalers, shows how developments in Europe influenced English craft, and homes in on the relationship between rigs, hull-form and the duties they were designed to undertake. Visual documentation is scanty, but this book draws together a unique collection of rare and unseen images, coupled with the author’s own reconstructions in line drawings and watercolor sketches to provide the most convincing depictions of the appearance of these vessels. Commanders at sea struggle not only with the unpredictability of natural elements, but also with a shroud of uncertainty often referred to as the "fog of war." Over the centuries most admirals yielded to the natural temptation to find in new technologies a means to assert centralized control over their forces. But other commanders have recognized the fog for what it is: a constant level of uncertainty resistant to mere technological solution. In this grand history of naval warfare, Michael Palmer observes five centuries of dramatic encounters under sail and steam. From reliance on signal flags in the seventeenth century to satellite communications in the twenty-first, admirals looked to the next advance in technology as the one that would allow them to control their forces. But while abilities to communicate improved, Palmer shows how other technologies simultaneously shrank admirals' windows of decision. The result was simple, if not obvious: naval commanders have never had sufficient means or time to direct subordinates in battle. Successful commanders as distant as Horatio Nelson (1758-1805) and Arleigh Burke (1901-1996) accepted this reality. For most of the century the Scottish crown had no separate naval force which made the Stuart monarchs' navy, seen by them as a personal not a state force, unusual in being an institution which had a relationship with both kingdoms. This did not necessarily make the navy a shared organisation, as it continued to be financed from and based in England and was predominantly English. Nevertheless, the navy is an unusually good prism through which the nature of the regal union can be interrogated as English commanded ships interacted with Scottish authorities, and as Scots looked to the navy for protection from foreign invaders, such as the Dutch in the Forth in 1667, and for Scottish merchant ships trading with the Baltic and elsewhere. These interactions were often harmonious, but there were also many instances of tensions, particularly in the 1690s.
