With the newly created Nationwide Public Safety Broadband Network (NPSBN), the public safety community has a unique opportunity to review and improve communication technology for first responders, in urban, suburban, and rural areas. Understanding the problems and challenges currently experienced by first responders provides the basis for addressing and developing solutions to improve public safety communication. The National Institute of Standards and Technology Public Safety Communications Research (PSCR) usability team conducted in-depth interviews with approximately 200 first responders representing 13 states in eight Federal Emergency Management Agency (FEMA) regions across the United States. From this larger dataset, this Volume 3 report focuses on the contexts and challenges specifically faced by rural first responders. This Volume utilizes 48 interviews with 63 rural first responders. A qualitative analysis of the transcribed interview data revealed unique issues posed by rural geography and topography; incident types specific to the rural environment; and resource challenges faced by rural first responder departments and agencies. Resource challenges include financial, personnel, and infrastructure. While there are many similarities between rural first responders and their urban and suburban counterparts, this Volume focuses on the unique nature of rural emergency response and its implications for technology needs and development. Understanding the specific challenges faced by first responders in rural communities can provide insight into the types of technology that might help them best respond to incidents effectively, efficiently, and safely.

The public safety community has a unique opportunity to improve communication technology for incident response with the creation of the national public safety broadband network (NPSBN). Understanding the problems currently being experienced by first responders with communication technology as well as first responders? communication technology requests provides the basis for addressing and developing solutions to improve public safety communication. The National Institute of Standards Public Safety Communications Research usability team has conducted in-depth interviews with approximately 200 first responders representing 13 states in eight Federal Emergency Management Agency (FEMA) regions. The population sample includes urban, suburban, and rural locations, and various levels in the chain of command within the fire, law enforcement, emergency medical services, and communications center disciplines. This report is the second in a series of reports documenting the findings. A qualitative analysis of the transcribed interview data revealed thousands of problems currently being experienced by first responders and new functionality requests. Further analysis, with respect to current problems identified 25 distinct categories, with 1 729 quotes categorized across the four domains. The new functionality request data analysis resulted in 1 143 categorized quotes belonging to 18 categories. While overlap exists across disciplines for the majority of problems and requests, three major themes across the public safety landscape were identified in addition to discipline-specific topics that need to be addressed as future communication technology for first responders develops.

From this larger dataset, this report, the fourth volume in the series, focuses on the contexts and challenges specifically facing 9-1-1 communications personnel. The findings reported here stem from 30 interviews with public safety answering point responders. A qualitative analysis of the transcribed interview data revealed unique issues resulting from significantly different contexts and primary tasks of communications personnel in contrast to first responders from other disciplines. Challenges include 9-1-1 incoming calls from wireless devices, continuity of operations related issues, as well as, technology implementation and infrastructure problems. Communications personnel are concerned that new technologies will demand additional focus which will increase their cognitive loads. Just like their colleaguesin other emergency response disciplines, communications personnel stressed the need for utility in technology that emphasizes usability, interoperability, and reliability. Understanding the specific challenges faced by communication personnel can provide insight into the types of new technology, as well as technology improvements, to help them best respond to incidents effectively and efficiently.

Public safety is in the midst of a major transition in the communication technology that they use due to the ongoing development and deployment of the Nationwide Public Safety Broadband Network (NPSBN). Once established, the NPSBN will provide dedicated broadband to first responders. Having a dedicated network will allow first responders to leverage technology in performing their jobs safely, effectively, and efficiently. To fully recognize the benefits of having such a network, there has been many efforts to improve and create communication technology for first responders to work with this network. NIST's PSCR Usability team has been contributing to this effort by conducting a multi-year, mixed methods study to examine first responders' experiences with, problems with and needs of communication technology. The study consisted of two phases: in Phase 1, 193 first responders were interviewed, and in Phase 2, 7 182 first responders completed a survey of their communication technology experiences. Results of these efforts have been extensively reported on and are publicly available in eight reports. This report provides an in-depth statistical analysis of the survey data by exploring if and how communication technology problems and needs differ depending on the characteristics of the first responders. Specially, we examined differences by area (rural v. urban/suburban), role (frontline responders v. supervising responder, v. chief/management), and career v. volunteer status for fire service personnel. Two key themes emerged. First, we found that rural and volunteer first responders lack some devices and applications/software that their urban/suburban and career counterparts have, and they experience problems with the price of several devices. Second, we found that chief/management roles have different communication technology problems and needs from frontline first responders. Specifically, they tend to more often use devices and applications/software for coordination and managerial purposes and are very aware of the price of devices. This report provides a rich data and rigorous analysis for researchers, developers, and designers to use to inform their work in developing communication technology for first responders. We also describe how these findings relate to the user-centered guidelines published in previous reports.

Successful deployment and adoption of new communication technology relies on efficient and effective user interfaces based on a clear understanding of first responder needs, requirements and contexts of use. The project employs a two-phased data collection approach for an in-depth look at the population of first responders, along with their work environment, their tasks, and their communication needs. This report documents the data collection of Phase 1 and the first iteration of data analysis. Phase 1, the qualitative component, focuses on interviews with approximately 240 first responders (law enforcement, fire fighters, emergency medical services, communications/dispatch) across the country. Results include: approximately 90 user needs and requirements expressed by first responders; five categories of technology opportunities; six principles for technology development; and the role of trust in usage of communication technology.

It is imperative to have a clear understanding of first responder needs, requirements, and contexts of use in order for successful deployment and adoption of new communication technology. This report is part of a multi-phase mixed methods project that is designed to provide an in-depth look at the population of first responders, along with their work environments, their tasks, and their communication needs, with particular focus on their technology problems. In the current project phase, a large-scale, online nationwide survey of first responders in 911/Dispatch, Emergency Medical Services (EMS), Fire Service, and Law Enforcement was conducted. This report details the survey methodology, including survey development and dissemination, and summarizes nationwide participant demographics. A total of 7 182 completed survey responses were received, with responses from all 50 states and the District of Columbia (D.C.). The survey sampling priorities were mirrored in the data, with good representation from the four public safety disciplines surveyed (911/Dispatch, EMS, Fire Service, and Law Enforcement), and a good mixture of responses from urban, suburban, and rural areas. Other demographic variables of interest,such as jurisdictional level, years of service, and age,also showed good variability, mapping well to national numbers. Such a largescale survey, with over 7 000 completed responses across the United States, represents a dataset of great relevance for the public safety community. This multi-phase, mixed methods project provides direct input from first responders about the communication technology used and needed by first responders.

The Nationwide Public Safety Broadband Network (NPSBN) is being developed to provide a dedicated network for first responders use during incident response. A wave of new communication technologies compatible with the NPSBN is on the horizon, as major research and development efforts for these technologies are ongoing. The aim of the NIST PSCR Usability Team is to gain a better understanding of the usability of communication technology for first responders, by investigating the contexts in which they work, their experiences with incident response, and their problems with and needs for communication technology. To this end, NIST s PSCR Usability Team conducted an exploratory, sequential, mixed-methods study to gather insights into the experiences and needs of first responders. The multi-phase study included in-depth interviews with 193 first responders, followed by a nationwide survey of 7 182 first responders. This report is the third of the series of volumes on Phase 2, presenting survey results related to first responder experiences with their day-to-day devices: frequency of use of these devices, useful rankings of the devices, and problems experienced with them. Four overarching themes that have implications for R&D of first responder communication technology are presented in this report, reinforcing the six user-centered design guidelines identified in the Phase 1, Volume 1 report. These themes and guidelines can aid researchers, designers, and developers in the public safety domain in attending to those issues that are most important to first responders.

As these technologies are being developed, researchers and industry alike need to focus on the end users - the first responders - in order to ensure successful and usable systems. Understanding the user population of first responders is key to improved usability. The NIST PSCR Usability Team conducted a multi-phase, mixed methods research project in order to provide greater understanding of public safety users, their experiences, and their technology needs and problems. This report, Phase 2, Volume 2, is the second in a series of reports on the data from the Phase 2 large-scale, nationwide survey of 7 182 first responders. Three specific topics in the first responder communication technology space, drawing on data from both Phase 1 and Phase 2 of the project are presented: 1) mobile devices, apps, and software, 2) futuristic technology and virtual reality, and 3) technology used in large incidents. Findings suggest that broader access to affordable devices, particularly work-issued smartphones, and data through smartphone apps, most essential being email and mapping/navigation, could fill significant gaps in the public safety technology space, making the NPSBN build-out so important for public safety. It is also important to understand that what many first responders want for the future of public safety is technology that already exists for the general public, it just is not yet widespread in the public safety domain, e.g., single sign-on (SSO). Lastly, researchers and developers in the public safety domain should focus on solving the problems that first responders have with technology used for daily incident response, as it will also help them during large events.
