The author focuses more particularly on two specific meanings of the word freedom: individual freedom and national freedom. Inspired by Benjamin Constant's famous distinction, the first meaning is related to the Liberty of the Moderns, and the second to the Liberty of the Ancients. Two different meanings of the word, both having an influence on how one envisages federalism.
