Successful schools that provide positive, productive, and vibrant teaching and learning environments do not occur by accident. Instead, the most effective schools are led by principals who are equipped with the skills and possess the attitudes required to be exceptional school leaders. The good news is there is a growing research base that clearly defines the dispositions, skills, and knowledge needed for effective school leadership today. The disheartening news is that few educators are being measured against these criteria prior to becoming principals. States play a critical role in determining who leads the country's schools. Individual states control the two most important levers to ensure the quality of principals--principal preparation program approval and principal licensure oversight. Yet few states are exerting their authority and efficiently using these two levers to improve educational outcomes for children. Recognizing that states act as key gatekeepers to improve educational outcomes for children, it is imperative that states take immediate action to guarantee that each and every school is led by a high-quality principal. In this report, the authors analyze state policies and requirements for principal preparation approval and certification in a sample of 16 states--eight of which are "lagging," and eight that are "leading" in their efforts to act as gatekeepers to ensure that schools are led by effective leaders. An effort was made to select a large pool of states to reflect a range of practices and policies, as well as to provide variation in the context, for example, geographic representation, student demographics, and population size. This brief describes a new wave of state legislation, which emphasizes individual principal accountability as part of a broader educator talent-management strategy. The brief provides a snapshot of new state-level policy on principal evaluation and describes reasons for policy change as represented in state policy language and trends in policy content. These descriptions are drawn from the "National Comprehensive Center on Teacher Quality's State Principal Evaluation Policy" database (http://resource.tqsource.org/StateEvalDB). The thematic analysis was informed by the guidelines for principal evaluation policy implementation, as described by Clifford, Hansen, and Wraight (2012). The state-level data analyzed was limited to the states that have won Race to the Top (RTTT) funds in rounds one, two, and three, with the exception of Hawaii, which has yet to develop its principal evaluation system. As early implementers of updated principal evaluation policies, states that have won RTTT funds tend to have more data on their evaluation systems and be further along in implementing their principal evaluation systems than other states, at least partially because of the federally monitored timelines. In addition, these states have served as models of challenges that can arise in implementing principal evaluation systems and, in many cases, have identified possible solutions to these challenges. "School principals are 'invaluable multipliers of teaching and learning in the nation's schools,' according to this report by political scientist Paul Manna, but to date it's been unclear what state policymakers could do to boost their effectiveness. The first is an appraisal of the principal's current status on the list of state priorities and the rationale for placing the principal higher on the agenda, such as the fact that principals can have a powerful effect on the classroom. The second is an examination of six policy levers that states can pull: Adopting principal leadership standards into state law and regulation; Recruiting aspiring principals into the profession; Approving and overseeing principal preparation programs; Licensing new and veteran principals; Supporting principals' growth with professional development; and Evaluating principals. The third is an assessment of four important contextual matters for the state: its web of institutions responsible education governance and the interaction among them; its diversity of urban, suburban and rural locales; its capacity, along with the capacities of its communities, to carry out new policies; and its mandates already affecting principals. The report emphasizes that every state faces a unique blend of educational, political and financial circumstances and that, therefore, each state's approach should fit its needs and particularities. A principal's effectiveness impacts both teachers and students. Effective principals improve the retention of effective teachers and the outcomes of students. Although all schools can benefit from an effective school principal, there is an emergent need for schools that are chronically low-performing. As states look for ways to turn around low-performing schools and improve the overall quality of education, attention should be paid to reforming the way principals are prepared, trained, and evaluated. Governors can lead efforts to redesign state policies that govern how principals are prepared, licensed, and evaluated. Specifically, they can: (1) Reform state regulations to require at least the annual evaluation of principals to assess and monitor their effectiveness; and (2) Use the state's accreditation and licensure authority to ensure that principal preparation programs make the admission process more rigorous, redesign the program curriculum, create stronger clinical experiences, use data to drive improvements in preparation programs, require partnerships between preparation programs and school districts, and create a tiered licensure structure for school principals.
