A potential air traffic control approach is described which can meet the expected United States unconstrained demand through the 1990's. A satellite system is described which can provide position and velocity data for all airborne aircraft within the United States as an input to a central air traffic control computer which performs tracking and control functions. The same satellite system provides commands, command guidance to best meet flight plans, command verification, and ancillary functions. The basic positional accuracy of the system is better than 100 feet, one sigma, in three dimensions. The same accuracy can be achieved in a semi-autonomous navigation mode by relaying ground-computed positions to the aircraft over the data links inherent in the system. Estimates of system costs and schedules as well as estimates of the costs to equip a variety of classes of aircraft are provided. (Author).
