It is a political problem, but it is not a partisan problem. All administrations, whether Whig or Federalist, Republican or Democrat, have faced the problem; no administration, no President, no Congress has solved it. In fact, the problem of informing all of the people who are an integral part of the democratic process has become more and more important in recent years - has grown to alarming proportions, particularly since World War II. We started our current series of hearings last summer in connection with the publication of the so-called Pentagon papers.
