The U.S. aerospace industry's wide-ranging activities-including commercial aviation, national security, and space exploration-make it critical to the economic health and strategic strength of our nation. However, the industry faces challenges, such as a national air traffic management system that, in its present form, cannot handle expected increases in demand; an aging aerospace workforce; and an increasingly competitive global market. In response to these and other challenges, Congress established the Commission on the Future of the United States Aerospace Industry in 2001 to recommend potential actions by the federal government and others to support a robust aerospace industry in the 21st century. In 2002, the Commission made recommendations to address these challenges. This report discusses (1) the extent to which federal agencies have addressed selected Commission recommendations and (2) the challenges that remain in addressing the recommendations. Based on the opinions of former Commissioners and GAO research, GAO selected recommendations dealing with the national airspace system, space policy, government-

International Cooperation in the Aerospace Industry offers a unique study and analysis of how nations and industries have cooperated internationally to design and manufacture civil and military aircraft from a variety of perspectives: historical, economic, organizational, operational, and political. Covering Europe, North and South America, Asia, and the Middle East, the author examines both the practical and managerial aspects of establishing and operating international programs and analyzes the economic and political dynamics associated with international cooperation. A chapter is dedicated to describing and comparing the various organizational and legal structures that have historically been used as frameworks for cooperative programs. It also examines cooperative international activities in aerospace research and development, and international ventures in maintenance, repair, and overhaul of operational aircraft. Throughout the book, practical examples of cooperative programs around the world are used to illustrate analytical themes, as well as a series of case studies of international cooperative aircraft programs of special political and economic significance. This comprehensive book will be a valuable resource for researchers and postgraduate students specializing in aviation and aerospace management.

"Like citrus, oil, movies, radio, and television, aerospace helped create Southern California and embody its values. Blue Sky Metropolis launches an entirely fresh consideration of an iconic industry that answered the immemorial hunger of the human race for flight and the future."--Kevin Starr, University of Southern California "Blue Sky Metropolis presents an intriguing survey of a unique time in Southern California history, when cheap land and benign weather lured massive aerospace enterprises to the region—eventually serving as home to nearly half of the nation’s defense and space fabricators. Before there was a Silicon Valley, high-tech dreamers were on the loose in the Southland, creating inventions as diverse as the Voyager planetary spacecraft and the Stealth bomber. These highly readable essays help us understand how it happened—how Southern California shaped aerospace, and vice versa."—Charles Elachi, Director, Jet Propulsion Laboratory "Peter Westwick has assembled a rich collection of essays that tell a wonderful story about the importance of the aerospace industry to Southern California and the importance of Southern California to the aerospace industry. There's technology, sociology, economics, geography, anthropology, and much more woven through the chapters. It's an ambitious project, but it succeeds in being interesting, informative, and entertaining."—Michael Rich, President and CEO, The RAND Corporation
