The Japan Technology Management Program at the University of Michigan began in late September 1991. The Program operated under three separate grants from the Air Force Office of Scientific Research, the final one from September 1995-March 2000. The program had three major areas of effort: research; outreach and dissemination to industry and the military; and student programs. Major accomplishments of the grant included the publication of two books, the growth and increased importance to industry of the annual Lean Manufacturing Conference, and the increased involvement of students in internship to Japan and in lean manufacturing activities.

Engineered in Japan presents a unique and comprehensive examination of technology management in the most successful Japanese companies: unique in that all chapters go beyond superficial descriptions of stylized practices to look in depth at particular issues, often contradicting or qualifying the conventional wisdom; comprehensive in that it covers the entire technology life cycle from basic R&D, to development engineering, to manufacturing processes, to learning from the Japanese. Each chapter is based on original research by noted scholars in the field, and identifies technology management practices that have become a major source of competitive advantage for highly successful Japanese companies. Engineered in Japan documents the best practices from such companies as Toyota, Hitachi, Toshiba, and Nippondenso, and discusses how these technology management practices can be usefully adopted in other cultural contexts. Going beyond past observations, the authors all delve below the surface of Japanese management approaches. They look more closely than has been done before at how particular methods are applied, and they identify some new practices that have not yet been highlighted in books on Japanese methods. Presenting recent data that contradict some conventional thinking about U.S.-Japanese differences, they look at old techniques from a new perspective. "U.S. managers can perhaps learn more from the process of creation in Japan and the organizational structures that support innovation," say the editors in their introduction, "than from the particular approaches, tools, and technologies created." A running theme throughout the book is that Japanese managers and engineers tend to think in terms of systems, focusing not just on the parts but on the connections between them. Engineered in Japan is must reading for technology managers and engineers, along with anyone interested in Japanese business, engineering, and management.

First, tp prepare a significant number of engineering students to work with Japan, funding was provided to the EAGLE consortium of thirteen schools to support training in Japanese language and culture. Second, to reach technical managers in government laboratories, a series of seminars about Japanese technology, information, and management was developed for National Technological University (NTU). Finally, to serve both students and professionals the Wisconsin Technical Japanese Language Program was supported. Instruction in this program is available from Wisconsin directly, and through NTU. This report is being written to inform the Air Force of Scientific Research (AFOSR) of the activities of the MIT Japan Program during the period from September 1995 to December 1999. The MIT Japan Program was founded in 1981; its main objective was to create a new generation of "Japan-aware" scientists, engineers, and managers in this country. The intellectual focus of the Program is to integrate the research methodologies of the social sciences, the humanities, and technology to approach issues confronting the United States and Japan in their scientific and technical relations. The Program is uniquely positioned to make use of MIT's extensive network of Japan-related resources, which include faculty, researchers, and library collections. The Program disseminates to its sponsors its expertise on Japanese science and technology and on how that science and technology is managed through its three core activities, namely, education, outreach, and research.
