This handbook describes the Universal Documentation System (UDS). The UDS is used to formally document requesting agency capabilities and commitments to support those requirements. The UDS handbook is published in three basic volumes and a supplement. Volume 1 describes the total UDS structure, the individual documents within the system, and the use and control of the system. Volume 2 includes sample formats and describes procedures for preparation of the Program Introduction (PI), Program Requirements Documents (PRD), and the Operations Requirements (OR). Volume 3 includes sample formats and describes procedures for preparation of the Statement of Capability (SC), Program Support Plan (PSP), and Operations Directive (OD). A complete list of RCC documents pertaining to the UDS and to other documents can be found in the List of Available Documents available through the RCC Secretariat, White Sands Missile Range.

This supplement describes the procedures for converting the Universal Documentation System (UDS) horizontal forms to a vertical format more conducive to electronic transmission. This system may be used in conjunction with UDS documents using standard UDS forms or in place of the standard format when automation or electronic processing of UDS documents is desired. The Universal Documentation System Handbook, Document 501-79, Volumes 1, 2, and 3, dated 11-79, should be used for detailed instructions. These procedures do not address the electronic transmission of classified information.

WSMR (White Sands Missile Range) requires that all prospective Users who desire to use the National Range facilities, or to obtain National Range services, submit their requirements through the Universal Documentation System. This system is the only means by which WSMR formally accepts such requirements and prepares official plans for support of Range Users' programs. Exceptions to this requirement may be made when a program needs only limited logistical support, such as office space, utilities, etc., without submitting user requirements. (Author).
