Excerpt from Thirty-Fourth Annual Report of the City Engineer: For the Year 1900 The duties of the City Engineer include the designing and superintending of the construction of new bridges, retaining 'walls, city wharves, and such other public engineering works as the City Council may authorize; the making of such sur vey, plans, estimates, statements and descriptions, and taking such levels as the City Government or any of its depart ments or committees may require; the custody of all surveys and plans relating to the laying-out, locating anew, altering, widening or discontinuing of streets and the new engineer ing construction for all departments of the City. He must be consulted on all work where the advice of a civil engineer would be of service. The office of the City Engineer was established by ordinance on October 31, 1850, and by chapter 449 of the Acts of 1895. Excerpt from City of Somerville Annual Reports, 1880 It has been urged against the action taken by the city. To which I have alluded, that the whole matter was in the hands of the Water Board, and the City Council had no authority or power to act. This is simply a mistake, which a moment's investigation on the part of any person would dissipate. The authority of the Water Board extends solely to the management of the constructed works; and any action by it in the premises under consideration, unless first authorized by the City Council, or afterwards ratified by it, would be a nullity, and of no binding force. The Boston Water Board, with similar powers to our own, first applied to their city government for authority to negotiate with our committee, which was duly granted, but the question of ratifying the contract was reserved, and we are still obliged to get the assent of that body before it will go into effect. These amounts are not in the least inflated, but represent the minimum value of property, and without desiring to censure our Board of Assessors - whose duties are always arduous and trying - to suggest that they guard against the ten deney of carrying up the valuation of our taxable property to the maximum point as a policy that is fallacious, and sure to lead to unsatisfactory, if not disastrous, results. The entire amount of taxable property in the city, by the Assessors' valuation of 1873, is thus showing the entire debt of our city to be less than two and three-fourths per cent. Of the taxable property, and less than the value of the property owned by the city an exhibit which can not fail to be satisfactory to every citizen.
