Excerpt from The Treaty of Peace Between Spain and the United States Spain's noble purpose had not the effect of stopping the continual assistance which the insurrection was recei ving exclusively from the country which so imperiously demanded the reestablishment of order; and in my opinion, she made a mistake in allowing the conduct of the Federal Government to pass without claiming some indemnity from a State which received it from England on the well known occasion of the depre dations of the Alabama, a ship which had only been built, but not equipped, fitted out or armed in that country, and it is curious to observe, as M. Phelps remarks, much to the point, in his letter previously alluded to, that when the United States asked for reparation, they did so on the ground that the English government, had not exercised the necessary vigilance to prevent the ship leaving its coasts.
