TRB Special Report 299: A Transportation Research Program for Mitigating and Adapting to Climate Change and Conserving Energy suggests that federal, state, and local policy makers need informed guidance about the effectiveness, costs, feasibility, and acceptability of transportation strategies to mitigate transportation greenhouse gas emissions and conserve energy and to adapt to climate change. The report covers strategies affecting travel and mode choice, models and decision tools, infrastructure investment options, and infrastructure construction, operation, and maintenance. The committee that prepared the report recommends beginning a research and development initiative by making a modest investment of 40 million to 45 million annually in the next surface transportation authorization that would be used to develop the best available guidance quickly on the basis of existing information and then begin to improve that guidance over time as new research is completed.

TRB Special Report 207: Transportation Professionals: Future Needs and Opportunities Aware assesses future professional needs in highway and mass transit agencies in federal, state, and local government. Each year, Transportation Research Board (TRB) staff members visit every state highway and transportation department, many universities, transit and other modal agencies, and industry. The objectives of the field visit program are (a) to learn of problems facing the visited organization and to pass on information pertinent to the solution of these problems (information that is based on research or the experiences of other states, industry, or educational institutions); (b) to learn of research activities in progress or contemplated in order to inform the visited organization of similar research being carried out elsewhere, thus preventing duplication of effort; and (c) to identify new methods and procedures that might have application elsewhere. These annual visits provide the opportunity to collect and share transportation research information through direct personal interaction of TRB staff and the individuals visited. This Circular contains a summary of transportation trends and research activities identified during the FY '88 field visits. Eleven TRB staff members conducted these visits reaching hundreds of transportation professionals in all modes and subject areas.

The conference provided an opportunity for participants to (a) identify the types of data that are critical for planning and policy analysis; (b) identify data-collection requirements; (c) discuss the appropriate roles of and relationships among federal, state, and local agencies in the context of data collection and dissemination; and (d) review the impact of technological advances on data collection and dissemination. The invitation-only conference included participants from state departments of transportation (DOTs), metropolitan planning organizations (MPOs), and federal agencies providing broad representation of the transportation planning and policy communities. Significant effort was made to include a full spectrum of policy, management, and front-line analysts who have extensive experience in answering policy questions, supporting the planning process, and responding to federal reporting requirements.
