1. American Imperialism and the 'problem' of transnational Arabic media culture. Post-1996 US policy discourse often constructs media production and consumption in the Arab world as a threat. This essay argues that Arab media culture has become a structural problem for American imperialism, and that problematizations of media in US policy discourses are symptomatic of political and cultural powers realized through media use. This analysis suggests reconceptualizing 'cultural imperialism' in relation to cultural hybridity and the agency of audiences. 2. Re-channeling audience power: US government responses to the 'problem' of Arab media. This essay argues that post-2000 US state-sponsored Arabic media projects are part of a structural intervention in Arab media culture, rather than extensions of cold-war 'propaganda' broadcasting. Responding to the 'threat' of politicized Arabic media culture, projects such as Radio Sawa and Alhurra television focus on remobilizing audiences around entertainment and consumerist narratives of individual freedom and 'empowerment.'
