Building on the evidence collected through seven country pilots, this Transition Finance Compendium concludes that more could be done to build the resilience of ODA. The analyses carried out suggests that official development assistance (ODA) trends should not be observed in isolation of other sources of financing for sustainable development since transition finance is about the progressive substitution of external financing by domestic public resources and private investment mobilised. It finds that further planning and co-ordination of DAC members' exit and phasing-out strategies or decisions could generate ODA efficiency gains and resilience; that the increasing complexity of the financing for sustainable development (FSD) landscape creates not only opportunities for access to additional sources of financing, but also risks; and concludes on emerging recommendations for the DAC to better prepare transition, e.g. good practices/relevant standards and tools for transition finance. It ends suggesting how the DAC can move from transition finance diagnostics to implementation.

Numerous Government assistance programs are available to help individuals, industries, and communities make the transition from defense to civilian pursuits. Information about such assistance programs is an important element in the design of effective strategies for the defense transition and it has not previously been readily available in any single source document. This compendium provides brief descriptive summaries of established programs, new legislation, and other initiatives that are relevant for DoD downsizing. Many Federal, state, and local economic-oriented assistance programs that currently exist or are being planned, which can be used to help mitigate economic impacts, are identified. Great efforts were made to represent the various types of assistance programs available. For the states, emphasis was placed upon identifying state and local programs in those states known to have a significant DoD presence, direct military jobs, and/or defense industry contracts. The compendium lists a large number of these programs, although it is not all- inclusive. Of the 144 programs listed in the compendium, 61 programs are state and local initiatives.
