The intelligence failures exposed by the events of 9/11 and the missing weapons of mass destruction in Iraq have made one thing perfectly clear: change is needed in how the U.S. intelligence community operates. Transforming U.S. Intelligence argues that transforming intelligence requires as much a look to the future as to the past and a focus more on the art and practice of intelligence rather than on its bureaucratic arrangements. In fact, while the recent restructuring, including the creation of the Department of Homeland Security, may solve some problems, it has also created new ones. The authors of this volume agree that transforming policies and practices will be the most effective way to tackle future challenges facing the nation's security. This volume's contributors, who have served in intelligence agencies, the Departments of State or Defense, and the staffs of congressional oversight committees, bring their experience as insiders to bear in thoughtful and thought-provoking essays that address what such an overhaul of the system will require. In the first section, contributors discuss twenty-first-century security challenges and how the intelligence community can successfully defend U.S. national interests. The second section focuses on new technologies and modified policies that can increase the effectiveness of intelligence gathering and analysis. Finally, contributors consider management procedures that ensure the implementation of enhanced capabilities in practice. Transforming U.S. Intelligence supports the mandate of the new director of national intelligence by offering both careful analysis of existing strengths and weaknesses in U.S. intelligence and specific recommendations on how to fix its problems without harming its strengths. These recommendations, based on intimate knowledge of the way U.S. intelligence actually works, include suggestions for the creative mixing of technologies with new missions to bring about the transformation of U.S. intelligence without incurring unnecessary harm or expense. The goal is the creation of an intelligence community that can rapidly respond to developments in international politics, such as the emergence of nimble terrorist networks while reconciling national security requirements with the rights and liberties of American citizens.

While there have been other books about Aldrich Ames, Circle of Treason is the first account written by CIA agents who were key members of the CIA team that conducted the intense “Ames Mole Hunt.” Sandra Grimes and Jeanne Vertefeuille were two of the five principals of the CIA team tasked with hunting one of their own and were directly responsible for identifying Ames as the mole, leading to his arrest and conviction. One of the most destructive traitors in American history, CIA officer Aldrich Ames provided information to the Soviet Union that contributed to the deaths of at least ten Soviet intelligence officers who spied for the United States. In this book, the two CIA officers directly responsible for tracking down Ames chronicle their involvement in the hunt for a mole. Considering it their personal mission, Grimes and Vertefeuille dedicated themselves to identifying the traitor responsible for the execution or imprisonment of the Soviet agents with whom they worked. Their efforts eventually led them to a long-time acquaintance and coworker in the CIA’s Soviet-East European division and Counterintelligence Center, Aldrich Ames. This text offers a practical approach for understanding the US Army's extremely complex global logistics system, widely acknowledged as one of the largest in the world. The focus is on inventory management policy where prescriptions are illuminated through the prism of an enterprise supply chain analysis. Although Army aviation logistics examples are emphasized throughout, the fundamental issues and potential solutions are broadly applicable to other large-scale military and industrial supply chains as well. Following a summary of recent trends for background and context, a multi-stage conceptual model of the logistics structure is presented to segment and guide the effort. This multi-stage model is used to systematically analyze major organizational components of the supply chain, diagnose structural disorders and prescribe solutions. Integration challenges are addressed using cost-benefit perspectives which incorporate supply chain objectives of efficiency, resilience, and effectiveness. The design and evaluation section proposes an "analytical architecture" consisting of four complementary modeling approaches, collectively referred to as "dynamic strategic logistics planning", to enable a coordinated, enterprise approach for Army Logistics Transformation. An organizational construct is presented for an "engine for innovation" to accelerate and sustain continual improvement for Army logistics and supply chain management - a "Center for Innovation in Logistics Systems". Finally, strategic management challenges associated with enterprise integration and transformational change are addressed: organizational design; management information and decision support systems; strategic alignment for a learning organization; and workforce considerations including human capital investment needs.
