There are a multitude of hazards that confront attempts to change institutional or political orders in pursuit of good governance. Even seemingly technical prescriptions run up against local political and social realities which make their adoption difficult and, if adopted, require significant modification of the original prescriptions. Moreover, the technical, rationalist and/or normative language employed in the good governance discourse masks contests over power, rights, resources, and actors’ conflicting interests. There is a definite need to situate the good governance debate in the local context rather than reflexively adopting a universalistic positing of the fact or desirability of governance convergence across countries and sectors because the reality is that the world-wide deployment of good governance rhetoric is not accompanied by convergence in thinking or practices across nations. Transforming Asian Governance asks: • How do good governance principles translate into local settings? • How do local settings influence the conception of what is good governance and how the debate over good governance is deployed as a political or administrative strategy? Using case studies in governance from Thailand, the Philippines, Pakistan, Malaysia, India, Indonesia, Korea and Japan, this book will be essential reading for anyone interested in the public and social policy of Asia, and international and comparative governance more generally.

Download Transformations in Higher Education Governance in Asia Book in PDF, ePub and Kindle
This book documents experimentation with various policy and governance approaches that produce structural differences in the composition and organisation of Asia’s higher education systems. In view of the wide variation in the public and private provision of higher education, it showcases how issues of access, equity and modes of participation are addressed, how institutional and programme quality are managed and how academic labour is treated and developed. The book both maps these differences and analyses the country-level dynamics, policy approaches and the problems faced by a variety of states in Asia in the race to develop competitive higher education systems. Focusing on the intersection of governance and higher education policy, it addresses the challenges facing higher education in Asia and the national responses of governments in terms of the organisation of the sector.

Download Changing Governance and Public Policy in East Asia Book in PDF, ePub and Kindle
The search for good governance has become an increasingly important element of public policy and public management and is high on the political agenda of East Asian countries. The need for robust governance structures and institutions was brought into sharp focus by the Asian Financial Crisis which adversely affected most East Asian societies. Since then they have begun to look for ways to restructure their public administration and political systems in order to develop new mechanisms and structures to promote good governance. This book focuses on how selected Asian states have responded to the growing impact of "liberalizing and marketizing trends" in public policy formulation and public management. To what extent is the "state-guided" regime in Asia still relevant to governing public policy / public management? What are the policy implications for a growing number of Asian states which are pursuing more pro-competition policy instruments? The book is a timely and important collection that offers critical analysis of the search for new governance in Asia and compares and contrasts experiences in selected Asian societies such as China, Japan, Hong Kong, Taiwan, South Korea, Singapore, and other parts of South East Asia. Chapters are written by leading scholars in the fields of comparative development, policy and governance studies from Hong Kong, Macau, Taiwan, China, Singapore, Japan and the United Kingdom.

This book deepens our understanding of how higher education governance has recently changed in the rapidly developing higher education systems of East Asia. It evaluates the main challenges and discusses potential opportunities for compromise in international cooperation. The book’s analysis is based on the universal criteria of global political stability and the UN framework of sustainable development. By examining various global problems, including global economic inequality, legal and political aspects of access to resources, international trade, and climate change, as well as the attendant global economic and political confrontations between key global actors, the book identifies a growing crisis and the pressing need to transform the current system of global governance. In turn, it discusses various instruments, measures and international regulation mechanisms that can foster international cooperation in order to overcome global problems. Addressing a broad range of topics, e.g. the international environmental regime, global financial problems, issues in connection with the energy transition, and the role of BRICS countries in global governance, the book will appeal to scholars in international relations, economics and law, as well as policy-makers in government offices and international organizations.

Download Social Transformation and State Governance in China Book in PDF, ePub and Kindle
This volume is a selection of Chinese political scholar Xianglin Xu’s published works spanning nearly 20 years of research that explore and discuss the socio-economic transition in China under state political reform. Contextualized within the decades following the 80s, the author analyzes patterns observed from empirical studies, and breaks down the underlining reasoning, conditions and functionalities behind the incremental reform policies pushed forward by the Party and government. The collection is broken up into four sections: the first provides a general framework and theoretical / historical introduction to social transition research in the case of China; the second section discusses the underpinning logic behind political reform in China and practical concerns; the third section follows with discussions on reform policy practices within China including application and trajectory; the final section concludes with an analysis of reform within state institutional infrastructure and policy innovation.
