In 1993, at Tooele Army Depot, Utah, the Army completed construction of the Tooele Chemical Agent Disposal Facility (TOCDF), the first complete facility for destruction of lethal unitary chemical agents and munitions to be built in the continental United States. The TOCDF will employ the Army's baseline incineration system to destroy the depot's increment of the nation's aging unitary chemical stockpile. This book assesses Army changes and improvements to the TOCDF in response to recommendations contained in earlier reports of the committee. It assesses aspects of the facility's readiness for safe agent handling and destruction operations, its agent monitoring system, and its site specific risk assessment.

The Tooele Army Depot CAMDS facility is intended to satisfy the following specific requirements: (1) To develop and demonstrate advanced procedures and equipment for the large-scale demilitarization of lethal chemical agents and munitions. (2) To provide a facility for the disposal of 18,800 code H M55 GB-filled rockets currently located at Tooele Army Depot. In addition, CAMDS is currently being proposed as the system for disposal of approximately 100,000 additional chemical munitions of various types in condition code H at Tooele Army Depot. This plan includes the disposal of these munitions. (3) To provide a readily available facility for disposal of limited quantities of selected unserviceable lethal chemical munitions currently located at other storage depots. The purpose of this document is to obtain the necessary approvals required by Public Laws 91-121 and 91-441, prior to initiation of toxic operations of the CAMDS at Tooele Army Depot, Tooele, Utah. The current document has been rewritten to reflect the changes in the Transportable Disposal System which resulted in the CAMDS and voids the original documentation prepared on the Transportable Disposal System.
