Sec. 2701 of the new title would di rect the Secretary of Health and Human Services to establish a Center on Tobacco and Health within the Centers for Disease Control. The Labor Committee has stated that the Center should be created out of the existing Office on Smoking and Health. S. Rep. No. 112, 102d Cong., lst Sess. 33 The bill would authorize the Cen ter at a level of $25 million for the first year - seven times the Office's FY 1991 budget of million.
