En este libro presentamos una configuración epistémica y legal de la noción de pymes: hacemos una conceptualización de estas y definimos su importancia en el ámbito de la legislación nacional e internacional. Al mismo tiempo, evidenciamos la génesis del uso de tecnologías de la información y la comunicación ( tic ) en las pymes y describimos las clases de tecnología: programas informáticos (software) y soportes físicos (hardware), con el fin de mostrar que dichas tecnologías han jugado un papel importante en el desarrollo de este tipo de empresas, así como los problemas que se les presentan en el tercer milenio. Finalmente, hacemos una valoración sobre la forma como las tic han sido apropiadas por las pymes, a partir de su acceso, uso y adopción, con el objetivo de realizar un diagnóstico de las necesidades de capacitación de las pymes de Santa Marta. Una de las conclusiones de este estudio es que muchas pymes creen que las tic no son necesarias en su actividad comercial o que su adquisición y mantenimiento es costoso. Por ello, se debe diseñar e implementar un programa de divulgación masiva sobre la importancia de estas herramientas para el desarrollo empresarial, el aumento de la productividad y la competitividad de la empresa, ya que permiten alcanzar los objetivos empresariales de manera más efectiva porque mejoran el acceso a la información, apoyan la gestión administrativa, amplían el acceso a proveedores y clientes, y facilitan la promoción de productos, tanto a nivel local como global.

The Global Investment Competitiveness report presents new insights and evidence on drivers of foreign direct investment (FDI) in developing countries, and FDI’s role in development. The report’s survey of 750 executives of multinational corporations finds that a business-friendly legal and regulatory environment is a key driver of investment decisions in developing countries, along with political stability, security, and macroeconomic conditions. The report’s topic-specific chapters explore the potential of FDI to create new growth opportunities for local firms, assess the power of tax holidays and other fiscal incentives to attract FDI, analyze characteristics of FDI originating in developing countries, and examine the experience of foreign investors in countries affected by conflict and fragility.
