This study seeks to clarify the nature of light infantry. General characteristics of light infantry forces are identified, and an analysis of how light forces operate tactically and how they are supported is presented. In the process, the relationship of the light infantry ethic to its organization is evaluated, and the differences between light infantry and conventional infantry is illuminated. For the purpose of this study, the term conventional infantry refers to modern-day motorized and mechanized infantry and to the large dismounted infantry forces typical of the standard infantry divisions of World War II, the Korean War, and the Vietnam War. The study concludes that light infantry is unique and distinct. A light infantry ethic exits and manifests itself in a distinctive tactical style, in a special attitude toward the environment, in a freedom from dependence on fixed lines of communication, and in a strong propensity for self-reliance. The study is based on a historical analysis of 4 light infantry forces employed during and since World War II: The Chindits, in the 1944 Burma campaign against the Japanese; The Chinese communist Forces during the Korean War; British operations in Malaya and Borneo 1948-66; and the First Special Service Force in the mountains of Italy 1942-44. -- Page [2] of cover.

In April 1982 the leadership of the United States Army announced that its two standard infantry divisions would be reduced to approximately 10,000 soldiers, restructured Light Infantry Divisions and that three additional Light Divisions would be created. This paper traces the Army's development and testing of Light divisions during the World War II period. The 1980s version of the Light Division is compared with its 1960 forerunner and it appears that many of the deficiencies which caused the earlier division to be rejected exist in the Modern Light Division. Questions remain as to the tactical and strategic value of having Light Infantry divisions in the Army's force structure.

The world in 1999 is a rapidly changing place. Regional conflict based on ethnic, religious, cultural and economic differences is increasing because of a lack of superpower containment. The number of regional powers involved in these conflicts and the strength of their military forces is increasing because of the economic gains these nations have enjoyed from an improved world economy. Improved weapons technology is providing very precise weapons with increased ranges to whoever can afford them and improved information technology is permitting enhanced battlefield situational awareness that allows a commander to act and apply combat power faster than an opponent. The Government has adopted the policy of engagement to counter these many conflicts while they are still manageable and maintain U.S. leadership. To execute the policy of engagement while recognizing that all U.S. military forces have been significantly downsized, the National Military Strategy (NMS) requires that U.S. forces be multi-mission capable, meaning that forces should be trained, armed, and equipped to operate across the full spectrum conflict. The NMS also requires that U.S. forces be lethal so that U.S. forces can defeat the potentially larger opponents that are likely to be involved in these regional conflicts. The light infantry division was created in 1984 in an effort to provide a more strategically deployable force and to address the increasing number of counter-insurgencies present in the 1980's. This was accomplished by reducing the number and size of mobility and firepower assets in the division to the bare minimum that was thought to be required for operations in low intensity conflict. These reductions have reduce the division's mobility because now only one battalion out of nine can move faster than four kilometers an hour through the use of the divisions lift aviation battalion.
