Aircraft carriers are one of America's key power-projection systems. To ensure their continued operational effectiveness and survivability in the future security environment, they need to be equipped with new air platforms with greater range (independent reach), greater persistence (ability to loiter over the target area), and improved stealth (ability to survive in contested airspace). In brief, this study finds: (1) An important way to achieve these goals is to develop and field a low-observable and air-refuelable carrier-capable unmanned combat air system (UCAS). (2) The key first step toward achieving this transformational capability is the Navy's new Unmanned Combat Air System Carrier Demonstration (UCAS-D) program and its associated technology maturation efforts to ensure these new aircraft can be safely operated as part of integrated carrier air operations. (3) Congress and the Office of the Secretary of Defense should consider funding an expanded UCAS-D and technology program to improve the chances that a safe, reliable, and effective carrier-capable UCAS can be introduced into fleet service by the end of the next decade.

In 2001, Congress stated " ... that, within 10 years, one-third of U.S. military operational deep strike aircraft would be unmanned and, within 15 years, one-third of all U.S. military ground combat vehicles would be unmanned." While aggressive and optimistic, this statement demonstrates the determination of our nation's decision makers in supporting unmanned aviation technology. This determination, coupled with recent successes in the Joint Unmanned Combat Air Systems (J-UCAS) demonstration program, makes uninhabited combat aerial vehicles (UCAV) a credible combat force in the near future. Unfortunately, the futuristic air surrounding these accomplishments has led to inaccurate analysis methods for future employment, resulting in outlandish claims or limited expectations. In similar circumstances, other emerging technologies have been rushed into use, without the establishment of joint doctrine, with fatal results. Therefore, to exploit UCAV's emerging abilities, military leaders must possess a clear analysis of the unmanned systems undergoing testing, the advantages and limitations of UCAVs, the weapons intended for integration, and the implications of using these unique capabilities under existing doctrinal architecture. The United States Navy has established a Program Office for Acquisition, PMA-268, to develop the Navy Unmanned Combat Air System (NUCAS). The NUCAS will be a fighter-sized aircraft capable of a variety of missions including deep-strike, Intelligence Surveillance and Reconnaissance (ISR), Time Sensitive Targeting (TST) and Air-to-Air Refueling (AAR). The NUCAS will offer new capabilities to the operability of a Carrier Air Wing (CAW). Potential benefits include improvements in combat sortie completion rate for manned aircraft such as the F/A-18 Super Hornet and the F-35C Lighting II Joint Strike Fighter (JSF). In this thesis, we evaluate a strike scenario that focuses on the coordination of the NUCAS, the F/A-18 Super Hornet, and the F-35C Lightning II. We construct a simulation model of the scenario, and use a designed experiment to run 12,000 simulated coordinated strike events. We then use a variety of statistical and graphical tools to evaluate the result in order to determine the quantity of aircraft required for mission success, and operational factors necessary to limit friendly aircraft losses. The results indicate that a division of four NUCAS aircraft is advantageous, in terms of achieved high target casualty rates and high blue survivability rates. The results also highlight the necessity of stealth technology requirements in future aircraft development.
