John Nemec examines the beginnings of the non-dual tantric philosophy of the famed Pratyabhijna or "Recognition [of God]" School of tenth-century Kashmir, the tradition most closely associated with Kashmiri Shaivism. In doing so it offers, for the very first time, a critical edition and annotated translation of a large portion of the first Pratyabhijna text ever composed, the Sivadrsti of Somananda. In an extended introduction, Nemec argues that the author presents a unique form of non-dualism, a strict pantheism that declares all beings and entities found in the universe to be fully identical with the active and willful god Siva. This view stands in contrast to the philosophically more flexible panentheism of both his disciple and commentator, Utpaladeva, and the very few other Saiva tantric works that were extant in the author's day. Nemec also argues that the text was written for the author's fellow tantric initiates, not for a wider audience. This can be adduced from the structure of the work, the opponents the author addresses, and various other editorial strategies. Even the author's famous and vociferous arguments against the non-tantric Hindu grammarians may be shown to have been ultimately directed at an opposing Hindu tantric school that subscribed to many of the grammarians' philosophical views. Included in the volume is a critical edition and annotated translation of the first three (of seven) chapters of the text, along with the corresponding chapters of the commentary. These are the chapters in which Somananda formulates his arguments against opposing tantric authors and schools of thought. None of the materials made available in the present volume has ever been translated into English, apart from a brief rendering of the first chapter that was published without the commentary in 1957. None of the commentary has previously been translated into any language at all.

The mechanism accelerating Cosmic rays in the milky way galaxy and galaxy clusters is identified and described. The acceleration of Cosmic rays is a purely electrostatic process which operate up to the maximum energies of 1023 ev in galaxy clusters. Galactic Cosmic rays are accelerated in a pervasive electrostatic field active in the whole galaxy except in restricted regions shielded by Interstellar and stellar plasma as, for instance, the region occupied by the Solar system. It is proved that the Energy spectrum of the Cosmic radiation in the milky way galaxy, in the region where the Solar system resides, has a constant Spectral index comprised between 2.64-2.68 and the maximum energies of galactic protons are 3.0 × 1019 ev. The agreement of these results with the experimental data is discussed in detail and highlighted. The various physical processes that maintain the stability of the electrostatic structure in the milky way galaxy are the same that generate the galactic magnetic field. Accordingly, the intensity, orientation and direction of the galactic magnetic field are evaluated. The results of the calculation are compared with the observation data, optical and mostly radio astronomi data. The accord of the intensity, orientation and direction of the observed magnetic field with calculation is excellent.

In 1972, the US Navy installed a base for nuclear submarines in the Archipelago of La Maddalena off the northeastern shore of Sardinia, Italy. In response, Italy established a radiation surveillance program to monitor the impact of the base on the environment and public health. In the first systematic study of nuclear expertise in Italy, Davide Orsini focuses on the ensuing technopolitical disputes concerning the role and safety of US nuclear submarines in the Mediterranean Sea from the Cold War period to the closure of the naval base in 2008. His book follows the struggles of different groups—including local residents of the archipelago, US Navy personnel, local administrators, Italian experts, and politicians—to define nuclear submarines as either imperceptible threats, much like radiocontamination, or efficient machines at the service of liberty and freedom. Unlike inland nuclear power plants, vividly present and visible with their tall cooling towers and reactor containers, the mobility and invisibility of submarines contributed to an ambivalence about their nature, perpetuating the idea of nuclear exceptionalism.
