"Book Abstract and Keywords: The study of Japanese politics has flourished over the past several decades. This Handbook provides a state-of-the-field overview for students and researchers of Japanese. The volume also serves to introduce Japanese politics to readers less familiar with Japan. In addition, the volume has a theme of "evaluating Japan's democracy." Taken as a whole, the volume provides a positive evaluation of the state of Japan's democracy. The volume is divided into two parts, roughly corresponding to domestic Japanese politics and Japan's international politics. Within the domestic politics part, there are four distinct sections: "Domestic Political Actors and Institutions," covering the Japanese Constitution, electoral systems, prime minister, Diet, bureaucracy, judiciary, and local government; "Political Parties and Coalitions," covering the Liberal Democratic Party, coalition government, Kōmeitō, and the political opposition; "Policymaking and the Public," covering the policymaking process, public opinion, civil society, and populism; and, "Political Economy and Social Policy," covering industrial, energy, social welfare, agricultural, monetary, and immigration policies, as well as social inequality. This book is devoted to analyzing contemporary capitalism both in Japan and in the world economy by using the theoretical framework of the French régulation theory and by revisiting the theory of civil society in postwar Japan. The Japanese theory of civil society proposed unique thinking about “freedom and equality” and “human rights” in the postwar era but could not help to come up with effective concepts for an economic analysis of that capitalism of the period. On the other hand, the régulation theory born in the 1970s is well known by its definition of postwar capitalism as Fordism, based on the elaboration of a new conceptual framework, but it soon proved unable to directly explain Japan’s experience by that central concept of Fordism. Inspired by consideration of Japanese civil society and also by the regulationist framework, the author has forged new analytical concepts such as “companyism” to understand Japanese capitalism including the recent “lost decades”, and he elaborates more carefully the concepts of “growth regime” and “institutional change” to grasp the dynamics of the world economy including today’s neoliberal trend. The original benefits of the book consist in 1) reviving a Japanese theory of civil society in the postwar period, 2) applying the régulation theory to the analysis of contemporary Japan, and 3) offering theoretical reflections on the conception of the world economy. Consequently, the author pays special attention to the relationship between the political and the economic as well as regulationist tools and the theory of civil society’s perspective. The principal message of the book is that capitalism or the market economy must be supported by a sound civil society.

Civic engagement is a concept of action that has become part of common vocabulary, not only in the West but also in many other regions of the world as well. A growing, yet still small number of scholarly works has recently emerged showing how in Japan citizen activism, volunteering, and social action for a public cause are dev- oping. This present volume is another, and in my view, important addition to the body of knowledge on civic engagement in Japan. The majority of books on related issues in Japan take on the perspective of organized civic life, in nongovernmental organizations (NGOs) or nonprofit organizations (NPOs): we know quite a number of things about the quantitative trends in these organizations, on their positioning, on their difficulties, and on the institutional contexts in which they have to work. We know relatively little – except for a small number of topical qualitative case studies – on broad issues that relate to civic engagement in Japan, inside or outside these formal organizations. This volume is the first to offer a wide scope of broad variety of forms of civic engagement in contemporary Japan. The volume is quite forceful in counterbalancing oversimplified ideas on an “ideal” civil society in which state, market, and civil society organizations are in- pendent and at best take on oppositional stances.

One of the most vexing problems for governments is building controversial facilities that serve the needs of all citizens but have adverse consequences for host communities. Policymakers must decide not only where to locate often unwanted projects but also what methods to use when interacting with opposition groups. In Site Fights, Daniel P. Aldrich gathers quantitative evidence from close to five hundred municipalities across Japan to show that planners deliberately seek out acquiescent and unorganized communities for such facilities in order to minimize conflict. When protests arise over nuclear power plants, dams, and airports, agencies regularly rely on the coercive powers of the modern state, such as land expropriation and police repression. Only under pressure from civil society do policymakers move toward financial incentives and public relations campaigns. Through fieldwork and interviews with bureaucrats and activists, Aldrich illustrates these dynamics with case studies from Japan, France, and the United States. The incidents highlighted in Site Fights stress the importance of developing engaged civil society even in the absence of crisis, thereby making communities both less attractive to planners of controversial projects and more effective at resisting future threats.

Japan's so-called 'peace constitution' renounces war as a sovereign right of the nation, and bans the nation from possessing any war potential. Yet Japan also maintains a large, world-class military organization, namely the Self-Defence Forces (SDF). In this book, Tomoyuki Sasaki explores how the SDF enlisted popular support from civil society and how civil society responded to the growth of the SDF. Japan's Postwar Military and Civil Society details the interactions between the SDF and civil society over four decades, from the launch of rearmament in 1950. These interactions include recruitment, civil engineering, disaster relief, anti-SDF litigation, state financial support for communities with bases, and a fear-mongering campaign against the Soviet Union. By examining these wide-range issues, the book demonstrates how the militarization of society advanced as the SDF consolidated its ideological and socio-economic ties with civil society and its role as a defender of popular welfare. While postwar Japan is often depicted as a peaceful society, this book challenges such a view, and illuminates the prominent presence of the military in people's everyday lives.
