South Tyrol is a small, mountainous area located in the central Alps. Despite its modest geographical size, it has come to represent a success story in the protection of ethnic minorities in Europe. When Austrian South Tyrol was given to Italy in 1919, about 200,000 German and Ladin speakers became Italian citizens overnight. Despite Italy's attempts to Italianize the South Tyroleans, especially during the Fascist era from 1922 to 1943, they sought to maintain their traditions and language, culminating in violence in the 1960s. In 1972 South Tyrol finally gained geographical and cultural autonomy from Italy, leading to the 'regional state' of 2010. This book, drawing on the latest research in Italian and German, provides a fresh analysis of this dynamic and turbulent period of South Tyrolean and European history. The author provides new insights into the political and cultural evolution of the understanding of the region and the definition of its role within the European framework. In a broader sense, the study also analyses the shift in paradigms from historical nationalism to modern regionalism against the backdrop of European, global, national and local historical developments as well as the shaping of the distinct identities of its multilingual and multi-ethnic population.

This book is a study of the increasing territorial variations in the development of sub-national welfare systems that have occurred as an effect of the decentralization of health care and social assistance policies in Italy, Spain and Great Britain. The author examines the political factors that underlie these variations by combining cross-regional and cross-country comparisons using mixed methods. Vampa’s main finding is that regionalist parties have played a key role in sub-national welfare building and have used social policy to strengthen their legitimacy in the political struggle against central authorities. In this context, functional political competition between Left and Right has been partly replaced by territorial competition between Centre and Periphery as the main determinant of social policy making. Additionally, mainstream left-wing parties have been torn between maintaining territorial uniformity in social protection and responding to demands for more extensive social services tailored to the needs and preferences of specific regional communities. The strength of secessionism in liberal-democracies varies in time and space. Inspired by historical institutionalism, Nationalism, Secessionism, and Autonomy argues that such variation is explained by the extent to which autonomy evolves in time. If autonomy adjusts to the changing identity, interests, and circumstances of an internal national community, nationalism is much less likely to be strongly secessionist than if autonomy is a final, unchangeable settlement. Developing a controlled comparison of, on the one hand, Catalonia and Scotland, where autonomy has been mostly static during key periods of time, and, on the other hand, Flanders and South Tyrol, where it has been dynamic, and also considering the Basque Country, Québec, and Puerto Rico as additional cases, this book puts forward an elegant theory of secessionism in liberal-democracies: dynamic autonomy staves off secessionism while static autonomy stimulates it.
