Excerpt from The Science of Railways, Vol. 8 The object of this volume is to explain the principles that govern the traffic of railroads and assign it where it belongs, with the other industries of the world. An understanding of these principles is necessary to the proper government of those who work for railroads. The object of every intelligent, honest and patriotic man is the attainment of that which is best. What I have to say in regard to railway rates and government control is actuated by this desire. It is based on what is practicable and true; on what is attainable. If it runs counter to the opinions of the public, or of those to whom the public looks for information, I am sorry. I do nob write from the standpoint of the railways, but from that of an observer and student; from the standpoint of one interested in the prosperity of his country, and believing in the intelligence and uprightness of his countrymen. A portion of this volume was written and published in 1891. The principles then laid down have not changed, and never will change.
