Excerpt from The Resource Recovery Planning Model: A New Tool for Solid Waste Management Over the past decade, there has been a proliferation of mathematical models attacking such issues as facility location, vehicle routing and manpower planning. Due to unrealistic data requirements or the complexity of using and interpreting the model's results, the application of these models to the solid waste management problem has often been disappointing. More recent modeling approaches have attempted to couple the analytical power of the computer with the ability to organize the thoughts of the decision maker systematically so that important pieces of information are not overlooked. From these experiences, it is possible to define a set of criteria that any model which purports to deal with solid waste management problems should satisfy. At a minimum, the model should be able to capture explicitly the effects of alternative financial and cost-sharing arrangements, allow for economies of scale, and be amenable to sensitivity analysis associated with a well-chosen set of what-if questions.
