While major strides need to be taken to promote inclusive growth, critical developments across the country’s economy continue to heighten investor appetite. This was given a significant boost with the victory of Daw Aung San Suu Kyi’s National League for Democracy (NLD) over the ruling Union Solidarity and Development Party (USDP) in the November 2015 national elections. This 2016 Article IV Consultation highlights that Myanmar’s economy grew broadly as expected in FY2015/16, at a healthy pace of 7.3 percent, despite massive floods during July–September 2015. Activity softened during the first half of FY2016/17, but is expected to recover in the second half on account of the resumption of construction in Yangon after a temporary halt for regulatory compliance purposes. The growth of agricultural production was softer than expected. The external environment has been weak owing to slowing demand from major trading partners and significant natural gas and other commodity price declines in 2015 and 2016. Macroeconomic imbalances persist, with continuing inflation pressure, an increased fiscal deficit, and a widening external current account deficit.

This book is about the politics of Myanmar under the reformist president Thein Sein. After taking office in March 2011, Thein Sein initiated the bloodless Myanmar Spring. He was able to transform Myanmar into a more transparent and dynamic society, bring Aung San Suu Kyi and other opposition activists into the political process, initiate a peace process with the ethnic armed organizations, reintegrate Myanmar into the international community after five decades of isolation, and, most importantly, for the first time since the country regained independence in 1948, he was able to enact the peaceful transfer of power from one elected government to another. But Thein Sein also lost opportunities to deliver what the people anticipated, and he failed to bring his USDP party to victory in the 2015 election. This book is not about the successes of the Thein Sein administration. Rather, it examines the reasons behind the lost opportunities in the transition to democracy. It draws on the author’s experiences as a member of Thein Sein’s cabinet as well as on extensive interviews with other cabinet members and politicians involved in the crucial events that took place between 2010 and 2016. The book is a must-read for anyone interested in this critical period of change for Myanmar.

The Rohingya are a Muslim group who live in Rakhine state (formerly Arakan state) in western Myanmar (Burma), a majority Buddhist country. According to the United Nations, they are one of the most persecuted minorities in the world. They suffer routine discrimination at the hands of neighboring Buddhist Rakhine groups, but international human rights groups such as Human Rights Watch (HRW) have also accused Myanmar's authorities of being complicit in a campaign of ethnic cleansing against the Rohingya Muslims. The Rohingya face regular violence, arbitrary arrest and detention, extortion, and other abuses, a situation that has been particularly acute since 2012 in the wake of a serious wave of sectarian violence. Islam is practiced by around 4% of the population of Myanmar, and most Muslims also identify as Rohingya. Yet the authorities refuse to recognize this group as one of the 135 ethnic groups or 'national races' making up Myanmar's population. On this basis, Rohingya individuals are denied citizenship rights in the country of their birth, and face severe limitations on many aspects of an ordinary life, such as marriage or movement around the country. This expose of the attempt to erase the Rohingyas from the face of Myanmar is sure to gain widespread attention.
