This volume was first published in 1979, just a few years after the Local Government Act of 1972 redrew the map of British local government. Local authorities were also encouraged to change their organization and methods of work; anxiety was expressed about finance, councillor 'calibre' and the credibility of the whole system itself; and neighbourhood councils and public participation in planning were introduced. John Dearlove's aim is to make sense of these changes and the discussion they generated. He does this by showing that both the official case for reorganization and the academic discussion of it have hindered their own understanding by uncritically accepting superficial traditional wisdoms which fail to reveal the concealed ideological positions behind reorganization. Thus, he aims to develop a truly political perspective on reorganisation which is rounded out and given greater depth by the insertion at appropriate points of comparative material drawn from American experience and studies.

Western democracies have retained political legitimacy since 1945 by a continuous process of adaptation to changing socio-political circumstances. Most states have changed their institutional arrangements, and reorganized their systems of local government to some degree. This book explains local government change within the wider context of institutional change. It links theories of legitimacy and institutional change to the extensive empirical and historical literature on local government reorganization. It also differentiates between institutional change and reform. Structural or historical variables are shown to play a major role in explaining why and how both reform and change take place. In particular, the rise and decline of the welfare state - and the political and policy changes associated with this - is one of the most important points of departure in the analysis. The ideas shared by the policy community explain the roles played by actors involved in shaping local government change and reform. This provides the link between the macro (structural) dimension and empirical observation.

Excerpt from The Reorganisation of Local Government: Being a Series of Essays Prepared by Captain C. M. Lloyd for a Conference of the Labour Research Department Now, so far as our own country is concerned, one small department of this social revolution which the Great War is producing is that which we call Local Government; and we are here, in this Conference, to take counsel together as to the way in which we may safely and successfully accomplish the task.' The Ministry of Health is virtually established. Its first great duty, for which there will be a Bill in Parliament next Session, will be to reorganise throughout England and Wales the whole provision, which the various Local Authorities already so largely make for the prevention and treatment of disease, and the necessary public care of the infirm of all kinds. And this involves, so the Cabinet has decided, not only the abolition of the Boards of Guardians and the Workhouse, but also the abolition of the Poor Law itself. To this programme the Government is pledged and the Minislry of Health is definitely committed; neither of them will dare to go back on it. It must necessarily amount to a revolutionary change in the organisation and working of our Local Governing Bodies. We are here to consider during these three days, in a dozen separate sittings, the various develop ments involved in this momentous revolution.
