Despite African consumers under-consuming nutrient dense fruits and vegetables (FV) and animal products (AP), and the farm production and supply chains of these products are fraught with constraints that keep them from operating optimally, we find abundant recent evidence of dynamism in these sectors. To wit: (1) consumption of these products in levels and shares is already substantial and growing rapidly; (2) supply of these products is growing rapidly, just not yet much faster than population growth; (3) supply growth is manifested in a number of countries by dynamic “meso booms” with diffusion of farming and growth in midstream ("Hidden Middle") value chain segments; these booms are “grass roots” driven, without subsidy or management by government or NGOs or large companies. We reviewed recent survey-based evidence of these booms and discussed the drivers. The policy implications are the need for governments to invest in the conditions we found to be enabling these booms, that is, roads and wholesale markets and electrification and other infrastructure hard and soft.

The rise in global food prices and the ever-growing food import bill have prompted sharp attention on agricultural policies in Africa. This paper looks at the prioritization of agricultural value chains (VCs) for the allocation of R&D resources that maximize development outcomes (poverty, growth, jobs, and diets). Considering that growth in VCs affects those various outcomes differently, as expansion pathways result in the diverse use of production factors and inputs, trade-offs from linkages across sectors, and changes throughout the agri-food system, this analysis uses (i) the RIAPA dynamic computable general equilibrium model to identify which agricultural VCs, when expanded through TFP growth, provide the strongest effects on the development outcomes of interest; (ii) the perpetual inventory model (PIM) to represent the lagged effect of research through knowledge stocks of agricultural R&D investments; and (iii) information on the elasticities of VC agricultural activity TFP with respect to agricultural R&D knowledge stocks, to discuss the VC priority allocations of R&D resources in Senegal. Results indicate that no one VC (crop- or livestock-related) is the most effective at improving all development outcomes. When accounting for policy preferences that attribute relative priority weight to development objectives, results (based on a ranking scale) indicate that R&D investments for maximizing development objectives can be most effective in Senegal’s VCs for traditional export crops (growth, diets, jobs, and to some extent poverty), groundnuts (poverty, diets, and jobs), rice (poverty and jobs), poultry/eggs (diets and jobs), sorghum/millet (poverty and growth), and cattle (diets and growth). Other promising VCs with potential effects at scale if strategically targeted include vegetables (poverty, diets, and jobs), oilseeds (poverty and growth), and fruits (diets and jobs). While these results can inform strategies aimed at improving multiple development outcomes, future modeling needs to focus on deepening the standardization and integration of R&D investments costs into the framework, disentangle the relevance of different types of R&D investments sources, and bring together other factors and complementary agrifood system investment dimensions relevant to sustainable and inclusive agricultural VC growth.

Robust income growth combined with the highest urban population growth in the world is driving rapid changes in the food system of Sub-Saharan Africa. Demand is increasing for higher quality foods, including fresh produce, meat and dairy products as well as more processed foods, with poorer nutritional value. The overweight and obesity epidemic that first began among developed nations is also threatening the expanding middle classes within developing countries, leading to a double burden of over and under nourished populations. As rapidly expanding towns and cities proliferate across Sub-Saharan Africa, urban areas can also become deserts for fresh or less-processed nutritious foods. Urban farming has been one way that the food desert challenge in urban areas is ameliorated, and in Mozambique, even in the largest city center of Maputo, one in ten households owns their own farm land. In the context of rapid urbanization and income growth in Mozambique, this paper finds that both growing incomes and the consumption of processed foods are associated with a worsening of negative factors in the diet. Furthermore, urbanization, controlling for income, is associated more strongly with a worsening of negative factors than with an improvement in positive factors in the diet. However, the effect on nutrition of owning one’s own farm, controlling for the share of others in the household’s area that have a farm, is positive and significant for urban households, primarily driven by these households purchasing fewer unhealthy foods. These findings have important implications concerning the role of urban farming for improving dietary quality.

Using sustainable food value chain development (SFVCD) approaches to reduce poverty presents both great opportunities and daunting challenges. SFVCD requires a systems approach to identifying root problems, innovative thinking to find effective solutions and broad-based partnerships to implement programmes that have an impact at scale. In practice, however, a misunderstanding of its fundamental nature can easily result in value-chain projects having limited or non-sustainable impact. Furthermore, development practitioners around the world are learning valuable lessons from both failures and successes, but many of these are not well disseminated. This new set of handbooks aims to address these gaps by providing practical guidance on SFVCD to a target audience of policy-makers, project designers and field practitioners. This first handbook provides a solid conceptual foundation on which to build the subsequent handbooks. It (1) clearly defines the concept of a sustainable food value chain; (2) presents and discusses a development paradigm that integrates the multidimensional concepts of sustainability and value added; (3) presents, discusses and illustrates ten principles that underlie SFVCD; and (4) discusses the potential and limitations of using the value-chain concept in food-systems development. By doing so, the handbook makes a strong case for placing SFVCD at the heart of any strategy aimed at reducing poverty and hunger in the long run.

Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

Fruits & vegetable value chains (F&V VC) in Nigeria hold significant potential to continue toward sustainable, inclusive food system transformation. Domestic food system growth, including that of F&V, remains crucial in achieving a healthy food environment and serving as a source of various micronutrients. There is a need for bundles of innovations to address multiple challenges along F&V VC in Nigeria, characterized by a set of challenges that are unique to developing countries and F&V. V&F VC consists of many small actors, farmers, and traders, whereby limited vertical coordination can lead to significant efficiency loss along the value chain. Seasonal and temporal variations in supply-demand gaps for F&V commodities are substantial, and considerable scope exists for reducing losses and enhancing the overall efficiency of the domestic F&V sector. Policy environments are also favorable for such efforts, as the latest Agricultural Policy documents highlight the Nigerian government’s interest in modernizing F&V VC. Given the significant involvement of women and youths in the sector, F&V VC development has substantial potential to contribute to Nigeria's inclusive development of agrifood systems. The current domestic F&V VC in Nigeria suffers from various sets of problems. Access to quality seeds is limited due to the significant use of recycled seeds, limited supply, and high costs of certified seeds. Cooling practices are inefficient due to insufficient access to the grid and off-grid electricity, limited knowledge of intermediate cooling methods applicable at the farm gate, and constraining quality preservations at farm gate storage, during transportation, and storage at market premises. Processing is insufficient due to the high costs of processing equipment and limited knowledge of the construction and operation of simpler, less resource-dependent processing facilities, including drying of F&V commodities. Inappropriate packing, such as the use of Rafia baskets instead of Reusable Plastic Crates, which are commonly recognized, is still prevalent, potentially due to limited market coordination. Based on the stakeholder consultations, desk reviews, validation workshops, and availability of external resources, we identified the following as critical interventions to pilot various innovation bundles. Intervention #1 provides improved varieties and quality seeds, combined with agronomy training and certification, in northern Nigeria through the collaboration with East West Seeds and Wageningen University & Research. Intervention #2 provides off-grid cooling and cool transportation, including forced-air evaporative cooling units at farm clusters and the combination of small and large refrigerated trucks for local and longer-distance transportation, through the collaboration with ColdHubs and MIT-Lab. Intervention #3 introduces improved solar dryers and provides training on appropriate, hygienic processing methods, building, and utilization of these driers (possibly combined with the introduction of a business model), through the collaboration with World Vegetable Center and Nigerian Stored Products Research Institute. Intervention #4 provides plastic crates using various rental arrangements and improves market access for farmers through collaboration with private companies, including Bunkasa. Intervention #5 supplements interventions #1, #2, and #3 and provides improved information through certification and labeling. Lastly, Intervention #6 strengthens linkages between existing solar powered cold storages to supplement other interventions.

Supply chains for nutritious (“protective”) foods in Africa south of the Sahara are often poorly developed, especially for perishable crops that are vulnerable to wastage. We used LSMS-ISA surveys and geographic information system (GIS) data to explore which factors predict production patterns of four protective food crops (pulses, nuts and seeds, vegetables, and fruits) relative to cereals and starchy roots and tubers (grouped under staples) in Ethiopia, Malawi, Tanzania, and Uganda, with a focus on potential inter-ventions to improve production, trade, and consumption of these foods. Plot-level irrigation adoption is the strongest predictor of fruit and vegetable production, along with precipitation, suggesting that water availability is a major precondition for pro-ducing these protective foods. In contrast, pulses and nuts and seeds can be grown in drier and warmer conditions. Better market access is also associated with higher production of fruits and vegetables, but the association is weaker than that of water access. Investing in and expanding irrigation-especially small-scale irrigation-has strong poten-tial to yield high returns in East Africa, especially for poor households that cannot afford to invest in capital-intensive irrigation technologies. Irrigation investments may need to be complemented by investments in roads, rural elec-trification, and cold storage chains to promote efficiency of postharvest supply chains and reduce marketing costs.
