We may deplore this fact the more bitterly that mankind has but recently suffered such heavy losses in blood and treasure; but such is the present condition of the world, and it must be taken into account, more especially in a treatise, for such is the primary principal of positive science in search of the truth. The realities of so vast a problem as that of the Pacific can only be understood if the investigator embraces the entire field of social, economic, political and military conditions appertaining to the problem.
