This book is a collection of articles published by the author over a period of time. Much of his writing reflects the social, political and economic issues that have emerged over the years and impacted India’s politics and governance. Given his special interest in the working of the constitution, and the march of democracy since independence, the book contains chapters which specifically deal with constitutional issues, the working of parliament, the system of justice, the executive and the media. The author feels that negating the facts of history has been a major pastime of the Nehruvian and Marxist schools and that the distortions introduced by these schools need to be challenged and corrected in the current phase of national politics. This is reflected in his articles which deal with the running secular versus pseudo-secular debate as also the political battles being fought on what is ‘national’ and what is ‘anti-national’. In any case, whatever the issue and however intense the debate, he is firmly of the view that it must all happen within the parameters of the constitution.

As the Constitution came into force on the 26th January 1950, President Dr Rajendra Prasad was faced with the challenge of interpreting his role based on the given provisions. He queried with Prime Minister of India Pt. Jawaharlal Nehru and Attorney General M.C. Setalvad. Being a distinguished Lawyer himself, he felt that the matter needed further examination and entrusted the work to Prof. Balakrishna on a confidential basis. In the early 1990s, Prof Balakrishna published a treatise on the Role of the President replete with examples including many controversial political events.

This title examines the discretionary powers of the President of India. It is replete with examples mainly drawn from India, the Commonwealth countries, and Great Britain, of actual instances of exercise of such powers by a constitutional sovereign. For instance, the book flags the crucial role a President can play in the event of a hung parliament.

Herald it as the coming of age of woman power or shrug it off as mere symbolism to placate all and sundry - the fact is that the glass ceiling at the highest level has been shattered. Even so, with the passage of time the novelty of having a woman President is bound to wear off, and the sole benchmark to evaluate Pratibha Patil would be her performance as the first citizen of the country. A seasoned politician and proven Congress loyalist, Pratibha Patil has the unique distinction of having won every election that she has contested in the 34 years of her long political career. Till recently Governor of Rajasthan, she will need to muster all the skills honed in the rough and tumble of politics, in the professional arena of the courtroom, and in sports stadia to uphold the dignity and decorum of the hallowed office of the President of the country. This book traces the journey of President Pratibha Patil from the small town of Jalgaon to the majestic Rashtrapati Bhawan on Raisina Hill as she assumes office as the twelfth President of India, after one of the murkiest, no-holds barred presidential elections ever, making history in the sixtieth year of India's independence.
