The debate which took place in the House of Commons on the 17th instant, on the motion of Mr. Roebuck for the production of papers relating to the Treaty of Adrianople, and to all the negociations since that period, with respect to the occupation of the shores of the Black Sea by Russia, was of a character to prove to every class of his Majesty's subjects and to every foreign nation that neither the Government of England nor any political party in the state shrinks from insisting on reparation for the late outrage on our commercial rights, whatever may be the consequences to the foreign Government which has had the folly to misunderstand the nature of our present repose, or the temerity to provoke the exercise of our power. Not the least interesting circumstance connected with the late debate is the fact that the question of the seizure of the Vixen, thus incidentally and prematurely brought into discussion, before the circumstances attending that transaction have been submitted to Parliament, should have been introduced by the very party, whose principles are most favourable to peace, non-intervention, and retrenchment, and which, calculating doubtlessly on the moral retributionwhich sooner or later overtakes every act of international injustice, and, therefore, viewing with comparative indifference the progress of the aggressive powers, has hitherto been the strenuous advocate for the reduction of our army and navy to the lowest scale of defensive strength.
