South Asia today is among the most unstable regions in the world, riddled by both intra- and inter-state conflict. This book presents a comprehensive technical analysis of the trade–conflict relationship within the region, and explores how South Asia demonstrates underperformance of its potential for economic integration. Using the gravity model framework, the book highlights quantitative estimates of the cost of conflict in terms of loss of trade for South Asia. Other variables representative of political and economic regimes are also included to make the model comprehensive, and the book goes on to discuss how the analysis reveals the overriding significance of the India–Pakistan relationship in the regional landscape. It looks at how the results of the econometric exercise reveal the extent to which a common border, when disputed, becomes a barrier rather than a facilitator to trade and, additionally, the extent to which long standing and persistent conflict can debilitate trade relationships. The book is a useful contribution for students and scholars of South Asian studies and international political economy, and assists in formulating policy to correct the anti-home bias that is evident in trade patterns of the South Asian economies.

The South Asian regional trade integration process to date has generated only limited enthusiasm. It suffers from significant shortcomings, primarily on account of a very cautious approach adopted to achieve the ultimate objective of 'free trade' within the region. In turn, this has led to a fragmentation of the integration process, with some of the partners of the South Asian Association for Regional Cooperation (SAARC) bloc opting for a speedier and more liberal bilateral process with India. India's engagement remains the critical feature as the single most important trading partner for almost all the other South Asian countries. However, the dynamics of Indian economic integration initiatives too have been changing rapidly, whereby it is looking increasingly to strengthen its economic relations with the wider Asian region. In this context, the question of India's willingness to give leadership to carry the rest of South Asia as the bridge that connects the region to East Asia needs to be examined. The current evidence suggests that India has attempted to do so via a host of bilateral and regional arrangements, but that the divergences in strategic interests amongst SAARC countries has left Pakistan on the margins of an evolving scheme of overlapping trade initiatives in South Asia. Thus, while something approximating 'free trade' in South Asia appears to be taking shape, it is unlikely to take the form of an inclusive South Asian regional integration process envisaged by SAARC.

The Third World Integration Model As Pro¬Vided By Lynn Mytlka Is Found Useful In The South Asian Context. Mytelka'S Type-Ill Model Considers The Condi¬Tions Of Dependence. But In South Asia It Is Very Difficult To Attain Type Iii Integration Scheme.Since 'Primacy Of The Political' Is Underscored In A Third World Integra¬Tion Scheme, Relatively High Degree Of Political Integration At The Outset Is A Logical First Step. This High Level Politi¬Cal Integration Has Got Two Aspects Viz. (I) Bilateral And (Ii) External. Projec¬Tion Of Common Regional Front In Dealing With External Powers Will Have A Spill Over Effect On Bilateral Relations. Without Improving Bilateral Relations Vital Economic Areas Cannot Be Brought Under The Regional Scheme.It Is Found That India Has Got A Special Role In Regional Co-Operation In South Asia Since The Whole Region Is 'Indo-Centric And India Dominated'. Good Neighbourly Relations Incorporating The Ideals And Aspirations Of The Smaller South Asian Countries Would Ulti¬Mately Result In Widening The Scope Of Saarc Regionalism. At The Present Stage 'Deepening' Rather Than 'Widen¬Ing' Should Be Given Priority. The Attempt Should Be To Diminish The Dimensions Of Conflict Rather Than The Outright Elimination Of It. Saarc Is A Compound Of Interests. Settling Of Bilateral Disputes Is Not Mathematically Achievable.
