The Army developed the Patriot missile system to defend against high performance aircraft. In the mid-to-late 1980s the Army developed a modified version (Patriot ATM) of the system to defend against tactical missiles (short-range ballistic, cruise, and air-to-surface). PAC-1 mods involved software changes and PAC-2, hardware changes (new fuse and larger fragments for the warhead). Patriot ATM was used during the Persian Gulf War in early 1991 to defend cities and sites in Saudi Arabia and Israel. Patriot's success against Iraqi Scuds spawned conflicting claims about who supported Patriot and who didn't. The legislative history of Patriot ATM is not that simple. It is linked to nearly-decade long congressional efforts to get DOD to respond to the tactical missile threat: first, the Soviet threat to NATO forces; now, the proliferating global threat. The public record reveals a congressional consensus for early deployment of an effective tactical ballistic missile defense (TBMD).

The Patriot Air Defense System has been developed as a modular system with a high level of integrated software-driven functionality providing a broad range of inherent flexibility. The system has evolved from its initial, basic design which provided defense against the air breathing threat in complex countermeasure environments with a single Patriot missile type to the Patriot Advanced Capability 2 (PAC-2) which provides defense against a combination of the air breathing and tactical ballistic missile threats utilizing four missile types. The Patriot Air Defense System continues to evolve to the Patriot Advanced Capability 3 (PAC-3) configuration which incorporates radar and communication upgrades as well as the Lockheed Martin Vought Systems (LMVS) PAC-3 missile, a fifth missile type. As part of this capability, scheduled to be fielded in 1999, the Patriot Project Office (PPO) and the Ballistic Missile Defense Organization (BMDO) have contracted with Raytheon for the integration of the PAC-3 Missile Segment into the Patriot Air Defense System. The goal of this program is to achieve a balanced design that provides a fielded capability which maximizes the kill potential of the PAC-3 missile while maintaining overall performance of the Patriot System. The modular hardware design and flexible software architecture of the Patriot Air Defense System supports a system design which meets this goal.

PATRIOT, the centerpiece of the Army's echelon above corps and theater air defense forces, is an extremely capable high-to-medium altitude, long-range air defense missile system which provides air defense of ground combat forces and high-value assets against the air threat of the 1990s and beyond. PATRIOT is designed to cope with enemy defense suppression tactics that may include tactical ballistic missiles (TBM), cruise missiles, anti-radiation missiles, advanced aircraft employing saturation, maneuver, sophisticated electronic countermeasures (ECM), and low radar cross-section. In the Field Army, PATRIOT air defenses will be complemented by short-range, low altitude forward area defense weapons and will be integrated with other ground and air assets in the overall air defense of the theater of operations. The system can conduct multiple simultaneous engagements of high performance air breathing targets and TBMs with a high probability of target kill. The system will provide air defense protection in all weather conditions and in hostile ECM environments. At the battery level or Fire Unit (FU) level, the PATRIOT missile system consists of an Engagement Control Station (ECS), one Radar Set (RS), an Electric Power Plant (EPP), eight Launching Stations (LS), and associated communications equipment. At the battalion level, command and control is exercised through the Information and Coordination Central (ICC) and associated communications equipment including Communications Relay Groups (CRG). The PATRIOT RS is a multifunction phased array radar which performs a variety of surveillance, acquisition, and guidance tasks. The only manned element of the FU during air battle, the ECS, provides the human interface for control of automated operations.
