Production networks in many sectors have become increasingly fragmented. Cutting labour costs by lowering pay, increasing work intensity and/or shifting flexibility costs to workers are just some of the motivations for outsourcing. But it can also be used to circumvent employee representation and collective bargaining systems within companies, and labour market regulations in general. Though such intentions may not drive the bulk of outsourcing decisions, any change in company boundaries is likely to impact employment, working conditions and industrial relations in the value chain. This book focuses on the dynamics of outsourcing in Europe from the perspective of employees. In particular, it considers one insufficiently studied aspect: the impact of outsourcing on working conditions and employment relations in companies. The book also collects lessons learned from the efforts of employees and trade unions to shape outsourcing decisions, processes and their impact on employment and working conditions.

While China is known for its immense manufacturing base, in recent years the Chinese government has assigned a high priority to science and technology services as its future growth sectors. The Chinese government is supporting this vision with the establishment of research and technology parks, favorable tax incentives, policy reform, grants to help Chinese firms achieve certifications, investments in infrastructure, and promotion of IT outsourcing (ITO) and business process outsourcing (BPO) services. Beyond the aspirations of its leaders, is China ready to compete in the global ITO and BPO markets? How can Western managers successfully engage Chinese ITO/BPO suppliers? In this book, top scholars and practitioners doing leading research on China’s ITO and BPO sector help answer these questions. All told, this book reports on findings from 519 interviews, 305 surveys, 11 detailed case studies, and 34 formal presentations. Authors analyze the strengths and weaknesses of China’s ITO and BPO markets, categorize and analyze Chinese suppliers, project future trends in China’s ITO and BPO capabilities, and prescribe lessons for Western managers seeking to engage Chinese suppliers. Several chapters contain studies of Chinese suppliers and clients engaged in particular ITO or BPO services, including, procurement, media relations, logistics, and research and development. Overall, the Chinese ITO and BPO markets are changing rapidly as they both respond to and help form the global outsourcing landscape. This book provides an in-depth, contemporary view on where China is heading, how it is going to get there, and how companies and countries can engage with China’s emerging outsourcing capabilities.

This work is clearly divided into easy-to-read chapters focusing on the practicalities of HR outsourcing. It takes the reader on a comprehensive journey from the initial strategic decision looking at the criteria for informed decisions and the elements of HR which could be outsourced, to the supplier briefing process, service provision and service level agreements, legislation, bidding and contracting, internal and external communication of change, the selling process, timelines and operating style and the contract review activities. An interesting aspect is the consideration given to sharing and aligning values, the cultural aspects and the employer branding perspective. Customer centricity is a key theme which makes the book particularly pertinent to the new era of dot.com and e commerce organizations.

Three years have passed since the second edition of this book was published. The field of IT outsourcing continues to grow in practice as well as in academia and draws further attention in both domains. Aspects of traditional outsourcing (Part II) have remained pronounced but are becoming more mature. While o- sourcing determinants are still important, they are now of less interest to researchers. Relationship management (Chap. 1) and capability management (Chap. 2) continue to be of interest; so too are outsourcing outcomes (Chap. 3) and, as a new focus, innovation aspects (Chap. 4). These are motivating more and more research activities, complementing the lifecycle of traditional o- sourcing. We note significant growth in the field of IT offshoring (Part II). In our third edition, we offer research results on offshoring patterns and trends (Chap. 5), the crucial aspect of knowledge sharing (Chap. 6), vibrant examples for offshoring dynamics (Chap. 7), and some new contributions on the deter- nants of offshoring success (Chap. 8). The last part of our book investigates the field of business process outsourcing (Part III). In this section, issues such as standardization, process outsourcing to India and deinstitutionalization patterns in the health-care sector are presented. Given these new subjects, we believe that Enduring Themes, Global Challenges, and Process Opportunities is an appropriate subtitle for this third edition of the monograph. Again, we have thoughtfully compiled contem- rary outsourcing research as a primer and a platform for scientific discourse.

There are three stages to outsourcing: The first occurred at the dawn of industrial era in the 19th century, where mass production for consumption by many, became the norm and simple domestic means could not meet such demands. With the cost of labor soaring in developed countries, manufacturing of products started moving to countries like China to take advantage of labor arbitrage in the 1900s. This is the second stage of outsourcing. This book addresses issues and challenges in the third stage of outsourcing whose focus is on movement of services at electronic speed, utilizing the Internet platform. The book includes short essay questions, multiple choice questions, mini-cases at the end of most chapters and glossary of terms. It can also serve as a good reference book for practitioners.

Four years have been passed away since the first edition of this book has been published. While certain key issues on IS sourcing like determinants and application service provision have become more mature from an academic and industry perspective, additional topics have arisen on the horizon. In particular, offshoring and business process outsourcing have led to numerous insightful publications which offer a valuable and indispensable holistic sourcing persp- tive. Thus, the second edition of our outsourcing book deals with enduring themes, new perspectives, and global challenges. In addition to classical themes like Sourcing Determinants (Part I), Relationship Aspects (Part II), and Experiences (Part III), we felt it worthwhile to add three new parts. They cover information systems outsourcing from a Vendor and Individual Perspective (Part IV), Application Service Providing (Part V) as well as Offshoring and Global Outsoucing (Part VI). Again we have thoughtfully tried to arrange a compilation of contemporary outsourcing research as a primer and a platform for scientific discourse. In contrast to the first edition, this book is not the outcome of an International Conference, but rather an update of important and relevant perspectives. Since the Third International Conference on Outsourcing of Information Services will take place 2007 in Heidelberg, Germany, it may be considered as an epilogue for further interactions and discussions.
