The present volume, number 15 of the Acta Historiae Neerlandicae - which have been appearing since 1978 under the title The Low Countries History Yearbook - is the last of the series. Economic reasons force the publishers to discontinue it. This is a matter for regret. Both the editors of the Yearbook and the board of the Nederlands Historisch Genootschap, under the auspices of which it has been published, are con vinced that the books serve a useful purpose. We hope that in the future more favour able circumstances will enable Dutch and Flemish historians to start a second series. We feel, however, that the Yearbook should not be allowed to disappear com pletely. In our opinion, one of its most attractive features has been the 'Survey of recent historical works on Belgium and the Netherlands published in Dutch.' It is the intention of the Nederlands Historisch Genootschal'. to seek means to continue this in another form, probably in that of pamphlets appearing every two years and written by the same, or a similar, group of experts. In that way we may be able to provide a useful service to our colleagues abroad.

The five review articles included in this volume were produced by the Dutch History Seminar of the University of London with the assistance of several Belgian and Dutch historians. They first appeared in the volumes VI-X of the Acta Historiae Neerlandicae (in 1978 renamed The Low Countries History Yearbook), a periodical published by the Dutch Historical Society with the objective of bringing new pUblications on the history of the Low Countries in the Dutch language to the attention of English-speaking historians. These articles have been republished and provided with indexes in the hope that in this form they will also prove to be useful to students of Belgian and Dutch history who have not been regular readers of the Acta. Should this pUblication be favourably received a subsequent volume covering the years 1976-1981 may be issued. THE EDITORS VII Survey of recent Dutch Historiography ALICE C. Dagomar Degroot offers the first detailed analysis of how a society thrived amid the Little Ice Age, a period of climatic cooling that reached its chilliest point between the sixteenth and eighteenth centuries. The precocious economy, unusual environment, and dynamic intellectual culture of the Dutch Republic in its seventeenth-century Golden Age allowed it to thrive as neighboring societies unraveled in the face of extremes in temperature and precipitation. By tracing the occasionally counterintuitive manifestations of climate change from global to local scales, Degroot finds that the Little Ice Age presented not only challenges for Dutch citizens but also opportunities that they aggressively exploited in conducting commerce, waging war, and creating culture. In offering a critical analysis of the writings of Cornelius van Bynkershoek (1673-1743) - the eminent Dutch jurist known traditionally as a `positivist', in the history of international law - this work goes beyond an analysis of the `classics' per se to clarify some basic questions concerning the history of international law, such as the relationship between legal doctrine and state practice and the reconsideration of methodological differences among historical figures like Grotius, Pufendorf, and Vattel. It also covers some fundamental problems of international law generally, such as the meaning of positivism and positive law and the function of reason. The work comprises three main parts: - the construction of Van Bynkershoek's general theory of the law of nations, - an overview and analysis of the contemporary practice relevant to his theories on the laws of neutral commerce, and - the 'genealogy' of Van Bynkershoek's works, namely his relation to Grotius and to his later generations of publicists. Scholars and others interested in the past and future direction of international law as a whole will not want to miss this highly original offering.
