Excerpt from The Legal Tender Problem The author desires to state that he has relied upon the following Government publications in the preparation of his work; viz., the Messages and Papers of the Presidents; the Report of the Silver Commission of 1876; the Reports of the International Monetary Conferences of 1867 and 1878, and notes by Mr. Dana Horton; the Reports of the International Monetary Conferences of 1881 and 1892; the Madison Papers; the Laws relating to Loans, Currency, Banking, and Coinage, 1886; the History of the Currency of the Country, and the reports of the Decisions of the Supreme Court of the United States. For such matter in his discussion of the Dartmouth College case as is not to be found in the reports, he is indebted to the pamphlet of Judge Otis, of the Chicago Bar. He desires to acknowledge his indebtedness to Stephen J. Cowell's "Ways and Means of Payment" for his observations upon the Bank of Venice and the Money of Account, and to "Our Money Wars" for its many suggestive facts.
