Excerpt from The Business of Congress IN the Winter of 1908 - 1909 I delivered a course of eight lectures at Columbia University on the Business of Congress, and, somewhat revised, they are presented in this volume. It was my chief purpose to portray the important processes of legislation, avoiding, however, the technicality essential in a parliamentary manual; to pre sent the reasons underlying them, and to give a study in government with Congress as the central theme. The time when the lectures were given must be borne in mind in order fully to understand the allusions to political con ditions, as well as to the rules of procedure. I have, how ever, referred in foot-notes to the important changes in the rules made prior to the Congress which has just convened. Excerpt from Congress and the President: The Political Problems of 1866 Never can the destinies of the country be given more directly into the hands of the people than they are now. It is not the army or navy now, - they have done their part. It is not Congress now. It is not the Government. It is not the President. Excerpt from The President and Congress: A Hint to the South, a Warning to the North IN the election which has just been held for members of Congress, many persons were deprived of an opportunity of fairly and fully expressing through the ballot-box their views of the questions at issue between the President and Congress. The only choice left them was to decide between a radical Republican, who had supported the Government in putting down the rebellion, and a Democrat, who was considered as having done all in his power to prevent the Government from doing so. There was no alternative but to vote for the Radi cal, although opposed to his extreme radical views. The persons referred to are not in accord with either of the two great political parties in the land and are ready to cast their votes with any party that will hold up right principles and offer as candidates men of principle. The time may come when their votes will be desirable and their power felt. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. The first comprehensive study in more than forty years to explain congressional leadership selection How are congressional party leaders chosen? In the first comprehensive study since Robert Peabody's classic Leadership in Congress, political scientists Matthew Green and Douglas Harris draw on newly collected data about U.S. House members who have sought leadership positions from the 1960s to the present--data including whip tallies, public and private vote commitments, interviews, and media accounts--to provide new insights into how the selection process truly works. Elections for congressional party leaders are conventionally seen as a function of either legislators' ideological preferences or factors too idiosyncratic to permit systematic analysis. Analyzing six decades' worth of information, Harris and Green find evidence for a new comprehensive model of vote choice in House leadership elections that incorporates both legislators' goals and their connections with leadership candidates. This study will stand for years to come as the definitive treatment of a crucial aspect of American politics.
