Much of the preparation of this book has been generously supported by the Lincoln Institute of Land Policy, Cambridge, Massachusetts. It evolved from a colloquium held in October 1977, under the sponsorship of the Lincoln Institute. The three-day symposium entitled "Land Policy: Making the Value Choices" involved the preparation of major papers and formal discussions, most of which appear here in considerably revised form, along with additional pieces commis sioned later. The colloquium was an idea jointly conceived by myself and Edward Wood, a colleague at the time in the Tufts University Program in Urban Social and Environmental Policy. We were concerned about two major limitations in the literature and debates over land use. On the one hand, there was little explicit recognition of the latent values that motivated land use policy. On the other, there was no common forum where people from the different land use fields could discuss the issues and learn from one another. A small group of about two dozen people was invited to the colloquium. Each member was a leading spokesman for a different perspective and area of expertise. All participated formally in some fashion. All the papers were written expressly for the col loquium, with the exception of Ann Strong's, which was a keynote address to the American Society of Planning Officials earlier in the year. None of the papers has been published elsewhere.

The Political Culture of Planning is written for two quite distinct readerships. The main body of the book synthesizes a mass of information to provide an overview of a complex and amorphous field. This material is designed to meet the needs of students who require a succinct account of the American system of land use planning. These readers can ignore the notes. For those who are embarking upon a much wider and deeper study of land use planning in the US the notes are crucial: they provide the guideposts to an immensely rich literature. The first four parts of the text present the main issues of land use planning in the US. Part 1 assesses the US zoning system. The introductory chapter discusses the meaning of zoning (and its difference from planning), the primacy of local governments, the constitutional framework and the role of the courts. Chapter two provides the historical background to zoning and an outline of the classic Euclid case. Chapter three discusses the objectives and nature of zoning and the use which local governments have made of its inherently inflexible character. Chapter four acts as a corrective to this view, describing how lawyers and planners have shown remarkable ingenuity in adapting zoning to the demands of a changing society. Whatever happens in the physical world affects land use, and land use affects everything that happens in the natural world, often over a very long time span. It is my view that enlightened land use planning and building induces a positive measurable ripple effect far beyond the appearance of the physical world. As the resources available to the nation become recognized as finite, there is no better way than through wise, bold, creative and fresh land use initiatives to enhance the social, economic, environmental and humanistic encounters that collectively compose our daily experience. Each community is like a distinct, complex corporation. It has vast assets -- all of the real property in town, and all of the human energy and good-will of its residents. Ideally, each resident comes to understand that he or she is a stakeholder in the quality of the overall physical place, way beyond next door and the neighborhood -- a shareholder in the total enterprise. Barriers to comprehensive and innovative land use planning have been weakened by long delayed public alarm about our degrading physical environment and our simultaneous looming shortage of capital, credit, energy, and natural resources. While these matters now roil financial markets, stir scientific inquiry, and engender political debate, they underscore the imperative for wiser use, and diminished abuse, of the land.

Researchers have responded to urban sprawl, congestion, and pollution by assessing alternatives such as smart growth, new urbanism, and transit-oriented development. Underlying this has been the presumption that, for these options to be given serious consideration as part of policy reform, science has to prove that they will reduce auto use and increase transit, walking, and other physical activity. Zoned Out forcefully argues that the debate about transportation and land-use planning in the United States has been distorted by a myth?the myth that urban sprawl is the result of a free market. According to this myth, low-density, auto-dependent development dominates U.S. metropolitan areas because that is what Americans prefer. Jonathan Levine confronts the free market myth by pointing out that land development is already one of the most regulated sectors of the U.S. economy. Noting that local governments use their regulatory powers to lower densities, segregate different types of land uses, and mandate large roadways and parking lots, he argues that the design template for urban sprawl is written into the land-use regulations of thousands of municipalities nationwide. These regulations and the skewed thinking that underlies current debate mean that policy innovation, market forces, and the compact-development alternatives they might produce are often 'zoned out' of metropolitan areas. In debunking the market myth, Levine articulates an important paradigm shift. Where people believe that current land-use development is governed by a free-market, any proposal for policy reform is seen as a market intervention and a limitation on consumer choice, and any proposal carries a high burden of scientific proof that it will be effective. By reorienting the debate, Levine shows that the burden of scientific proof that was the lynchpin of transportation and land-use debates has been misassigned, and that, far from impeding market forces or limiting consumer choice, policy reform that removes regulatory obstacles would enhance both. A groundbreaking work in urban planning, transportation and land-use policy, Zoned Out challenges a policy environment in which scientific uncertainty is used to reinforce the status quo of sprawl and its negative consequences for people and their communities.
